Position Summary: 

 Tidal Basin is the nation’s premier provider of integrated preparedness, emergency response management, and disaster recovery consulting services. We are growing our team and have an opportunity for a Recovery Specialist. The Recovery Specialist provides onsite disaster recovery support to government clients impacted by disaster events. This position works directly with state agencies, local jurisdictions, community stakeholders, and other recovery partners to support the coordination, implementation, and documentation of disaster recovery activities.  

The Recovery Specialist serves as a key point of coordination between the client, stakeholders, and project team and assists with identifying recovery needs, tracking projects and issues, gathering and validating documentation, and supporting compliance with applicable federal and state disaster recovery requirements. The position requires strong communication, organization, analytical, and problem-solving skills and the ability to operate effectively in a dynamic post-disaster environment.   

Job Duties and Responsibilities include:  

  • Provide onsite disaster recovery support to the client and designated stakeholders following the disaster event. 

  • Serve as a liaison between the client, local jurisdictions, state agencies, federal partners, contractors, consultants, and other stakeholders involved in recovery activities. 

  • Assist communities and client representatives with identifying, documenting, and tracking disaster-related damage, impacts, recovery needs, and projects. 

  • Support the development and implementation of recovery strategies, priorities, and action plans. 

  • Participate in meetings with state agencies, local governments, applicants, stakeholders, and recovery partners and document decisions, action items, and follow-up requirements.  

  • Gather, organize review and maintain documentation necessary to support disaster recovery programs and projects. 

  • Assist with identifying opportunities to incorporate hazard mitigation and resilience measures into recovery projects. 

  • Track commitments, deliverables, deadlines, and follow-up actions resulting from client and stakeholder meetings. 

  • Prepare written summaries, status reports, briefing materials, meeting documentation, and other project-related communications. 

  • Identify issues that may affect eligibility, funding, compliance, schedule, or project delivery and elevate them to appropriate project leadership. 

  • Maintain accurate and complete records in accordance with client, project, and applicable grant or disaster recovery program requirements. 

  • Provide responsive, professional customer service to the client and stakeholders throughout the recovery process. 

  • Perform other disaster recovery and project support duties as assigned.  

  • Ensure compliance with all health and safety protocols. 

  • Complete all required training courses. 

 
Skills and Competencies: 

  • Knowledge of disaster recover, emergency management, grants management, infrastructure recovery, or related government programs. 

  • Understanding of federal disaster assistance programs, particularly FEMA disaster recovery programs, preferred. 

  • Strong client service and stakeholder engagement skills. 

  • Strong computer skills, including using Microsoft Office Suite applications, including Word, Excel, PowerPoint, Outlook, and Teams, and the ability to quickly learn new computer software, programs, or tools. 

  • Must possess a high level of attention to detail and be organized with the ability to prioritize multiple projects and meet deadlines. 

  • Maintain a personal and professional high state of readiness and professional training. 

  • Excellent written and verbal communication skills. 

  • Ability to remain calm in stressful situations. 

  • Current certifications in Incident Command System (ICS) and completion of applicable FEMA Independent Study courses, preferred. 

  • Possess a valid state-issued driver’s license and a satisfactory driving record.  

  • The ability to quickly deploy to assigned client location.  

Work Environment and Physical Requirements: 

  • This is an onsite, project-specific position supporting governmental entities and disaster-impacted stakeholders. 

  • Regular travel within the disaster-impacted area may be required to attend meetings, conduct site visits, or support stakeholder activities. 

  • Must be able to work in an environment where priorities and assignments may change based on evolving recovery needs. 

  • May occasionally be required to work extended hours, evenings, or weekends based on project requirements. 

  • Field activities may involve exposure to disaster-impacted areas, construction environments, uneven terrain, and varying weather conditions. 

  • Must comply with all client and company health, safety, security, and site-access requirements. Mobility required to travel to disaster sites and affected communities working on-site 

  • Sitting or standing for hours at a time. 

  • Capability to work in adverse weather conditions and challenging environments. 

Additional Requirements: 

  • Ability to successfully complete any client-required background screening or credentialing requirements. 

  • Valid driver’s license and ability to travel to client and stakeholder locations, as required. 

  • Ability to maintain confidentiality and appropriately handle sensitive client and disaster recovery information. 

  • Must demonstrate professionalism and sound judgement when representing the project team in interactions with government officials, stakeholders, and members of disaster-impacted communities. 

Education and Experience: 

  • Bachelor’s degree in Emergency Management, Public Administration, Business Administration, Planning, Engineering, Construction Management, Finance, or a related field; relevant professional experience may be considered in lieu of degree requirements. 

  • Three (3) or more years of relevant experience in disaster recovery, emergency management, grants management, government programs, infrastructure, project management, or a related field.  

  • Experience supporting recovery following floods, hurricanes, severe storms, or other federally declared disasters.  

  • Experience working directly with clients, government agencies, community stakeholders, or other external partners. 

  • Experience working in an EOC, working with FEMA Public Assistance (PA), Hazard Mitigation Grant Program (HMGP), HUD CDBG-DR, or other federal or state disaster recovery programs, preferred.
