- DUTIES AND RESPONSIBILITIES
TIVC is seeking is seeking a talented and seasoned Program Analyst to support our Joint Program Executive Office for Chemical, Biological, Radiological and Nuclear Defense (JPEO-CBRND) contract. This is a contract position through our Joint Venture (TDX LLC) in support of our Federal Government customer.
This position will directly support the JPM CBRN SOF acquisitions programs cradle-to-grave, influence and shape acquisition streamlining, use DoD acquisition and life cycle management policies, procedures, and practices. The employee shall assist the Government Lead with the planning, development/refinement, initiation, and execution of new requirements, projects, procedures, and guidelines as well as assist in development, design, and implementation of annual and long-range plans to realize the product development components of strategic goals. Also, review, analyze, and evaluate program development, status/progress, and performance (i.e., acquisition strategies and documentation, acquisition phases and decision Levels, and timing and scope of decision reviews), and make recommendations for tailoring an acquisition approach which best fits program conditions.
Specific Tasks:
- Be conversant with DoD acquisition and life cycle management policies, procedures, and practices (e.g., DoDI 5000.02), and relate them to product development, production, and sustainment.
- Use acquisition and life cycle management knowledge to provide recommendations, influence acquisition streamlining, and support strategy development and tailoring approaches to best fit program needs.
- Translate program requirements into acquisition documentation (e.g., P-Specs, SOWs, CDRLs) and review/assess contract deliverables and acquisition-sensitive materials.
- Independently manage, synchronize, and track multiple, complex, and cross-functional programs, projects, and actions.
- Assist in planning, development, initiation, and execution of program requirements, strategies, and long-range product development plans.
- Construct and maintain an Integrated Master Schedule (IMS), track milestones, and support ongoing program execution and status evaluation.
- Monitor and manage program budget execution, resource allocation, and schedule adherence.
- Maintain program management tools, processes, and documentation, and provide updates on meetings, briefings, and taskers.
- Lead or support IPTs, IPRs, milestone reviews, and portfolio planning efforts.
- Draft, review, coordinate, and update acquisition documents, executive summaries, milestone packages, briefings, meeting minutes, and policy papers in accordance with DoD standards.
- Review and assess technical, cost, and schedule data; identify risks, shortfalls, and corrective actions; and provide input to programmatic documents (e.g., LCCE, LCMP, TEMP, SEP, budget plans).
- Provide program information to support decision-making, recurring reports (weekly, monthly, annual), and formal tasker responses.
- Maintain a list of required program documents and ensure completeness and timeliness.
- Communicate programmatic issues, concerns, and updates effectively, both orally and in writing, to leadership and stakeholders.
- Brief senior leadership on program reviews, recurring reports, and public-facing presentations.
- Coordinate internal and external meetings and events, including scheduling, material development, execution support, and post-meeting follow-ups (e.g., minutes, action items).
- Track and respond to action items, inquiries, and PM-assigned tasks across teams.
- Identify, assess, develop, and mitigate program risks; support and lead tasks requiring ongoing process oversight.
- Evaluate program performance and progress and recommend strategies to meet milestones and deadlines.
- Provide constant oversight on risk, process health, and task execution.
- Leverage existing and develop new relationships with Government and military policy makers to facilitate stakeholder alignment.
- Stimulate customer alliances and maintain positive relations to enhance program support and responsiveness.
- Post and maintain program files and data in SharePoint or other repositories; migrate or archive as needed.
- Notify teams of deadlines and task assignments, monitor progress, and ensure timely completion.

- EDUCATION, CERTIFICATIONS, AND TRAINING
- A minimum of a bachelor’s degree (BA or BS)
- Secret Clearance (REQUIRED)
- EXPERIENCE
- At least two (2) years of experience in project management, DoD acquisition, or another related subject of comparable complexity and responsibility.
- At least two (2) years of comprehensive knowledge of the Microsoft Office suite of software, with specific experience in effective use of Outlook, PowerPoint, Excel, Project and Word.
- At least one (1) year of SharePoint related experience.

Salary : $85,000 - $95,000
