Thurston Mason Behavioral Health Organization is looking for an Information Services director to lead our information services and information technology team!

As a member of the Executive Leadership Team, the Information Services Director works collaboratively with senior leaders and may report to a governing board that includes elected officials, requiring professionalism, accountability, and the ability to clearly communicate complex technical and data driven information to diverse audiences. This role provides leadership and oversight for a team that supports the technology needs of more than 200 staff, including behavioral health clinicians, certified peer support specialists, and medical staff across multiple programs and care settings. The position also plays a critical role in ensuring accurate, timely, and compliant data submission to the Washington State Health Care Authority, Medicaid Managed Care Organizations (MCOs), and commercial insurers to support billing, reimbursement, reporting/analysis, and continuity of services. Salary Range: $125,486 - $160,524 annually, based on education, experience, and parity within the organization.
Schedule: Monday-Friday 8am-5pm
POSITION PURPOSE:
The Information Services (IS) Director is responsible for defining and developing the information services program, oversees information technology, ensures integrity of the system, and ensures compliance with applicable regulations for Thurston Mason Behavioral Health Administrative Service Organization (TMBH ASO) and Olympic Health and Recovery Services (OHRS), a licensed behavioral health agency.
This position is responsible for advising the TMBH ASO and OHRS governing board on information services and information technology related matters. This position reports to the Executive Director and is a member of the executive leadership team.
MAJOR RESPONSIBIITIES:
- Provides planning leadership and direction, develops strategic short and long-range goals and objectives.
- Provides guidance, training and management of assigned staff.
- Responsible for the secure and effective operation of all computer systems, related applications, hardware and software and oversight of technology vendor and partners.
- Analyzes and determines organizational system requirements and recommends system solutions along with impacts to other ASO and BHA functions, users and budget. Articulates a strategic vision based on customer and I/S requirements and technology/architecture direction. Directs IS procurement and facilitates the analysis and recommendations for software, hardware and services agreements.
- Directs the design/customization and installation of information systems and computing technology infrastructure to contribute to the efficient and effective achievement of business objectives and budgets and controls expenses.
- Manages Information Services staff including interviewing and selecting personnel, appraising performance, developing and coaching staff, long-range and short-term planning, and ensuring compliance with TMBH ASO’s policies and procedures.
- Manages system projects, including project budgets and timelines, assuring appropriate code sets and reporting, testing coordination, design and delivery of user training and post-project evaluation to ensure successful project implementation.
- Participates in policy development, develops procedures and performance standards, monitors progress and evaluates system and processes performance. Reviews progress, directs changes in priorities and schedules to assure work is performed in a timely and efficient manner.
- Organizes and/or provides training and support to TMBH ASO/OHRS system end users on software applications and hardware procedures.
- Responsible for the ongoing support of multiple applications and business processes. Resolves inquiries, problems, concerns or emergencies affecting availability or quality of services. Responds to sensitive, technical, or complex inquiries or service concerns.
- Manages security for all systems and provides authorization for user access.
- Collaboratively works with system vendors to ensure appropriate configuration and interface with TMBH ASO/OHRS’s systems to ensure that there is no conflict or corruption that jeopardizes the security of systems or databases.
- Assures effective document and data retention systems and processes.
- Ensures efficient workflows and facilitates improvements, modification, and enhancements of the software. Oversees development of reports, spreadsheets, databases, etc. to facilitate the efficient utilization of all data system.
- Serves as HIPAA Privacy and Security Officer. Responsible for the development and implementation of policy and procedures.
- Serves as a member of the TMBH ASO Compliance Committee.
- Performs other duties as assigned.

Qualifications:
EXPERIENCE AND EDUCATION:
- Bachelor's degree in computer science or closely related field (or equivalent work experience).
- Five (5) years of progressively responsible experience operating/managing a complex PC based Information System.
- Three (3) years of experience as a lead or supervisor.
- A combination of education, training and experience that would ensure the successful performance of duties.
- Previous experience with Netsmart software, including myAvatar is highly desirable.
- Current Washington State Driver's License or have requested and obtained appropriate accommodation.
SKILLS AND ABILITIES:
- Knowledge of various software products, such as Electronic Health Records, SharePoint, finance and accounting, Microsoft Office suite, and office automation.

WORKING CONDITIONS:
- Primarily works in an office environment with travel to satellite offices and offsite meeting locations. May be required to attend early morning, evening or weekend meetings.
- Requires availability outside of standard hours, including evenings, weekends and holidays, to respond to urgent operational or systems outages, critical incidents, and/or cybersecurity events.
- Minimal physical exertion is required. This position will be required to sit or stand at a desk, utilize a computer, and view screens for extended periods of time. May squat, twist, bend, and lift or move up to 25 lbs, to include accessing server rooms and accessing equipment in tight spaces.
