Thurston County Public Health and Social Services (PHSS) is recruiting for a Grants & Contracts Analyst I for our Fiscal Division.

As a Grants & Contracts Analyst I, you will be part of a dynamic team, working to make a meaningful impact through strategic grant and contract management. In this pivotal role, you will lead in educating staff on essential grant policies and procedures, while coordinating grant application processes to ensure accuracy, timeliness, and compliance. You will maintain and oversee internal tracking systems, monitor subrecipients, and collaborate on monitoring reviews. Essential functions may include, but are not limited to, the following:

  • Educate department staff on policies and procedures surrounding the grants and contracts process
  • Facilitate and execute the grant application process, ensuring required authorizations are obtained in accordance with policies sand procedures
  • Guarantee compliance with Federal, State, and County regulations and pass-through requirements
  • Maintain internal grants and contracts tracking system, coordinating with office/department program and fiscal staff to ensure timeline submission of required performance reports, financial reports, invoices, and other deliverables to funding agencies
  • Monitor subrecipient/subcontract procurement; coordinate with program management to conduct risk assessments, performance monitoring, conducting financial and programmatic desk audits, and site visits as necessary
  • Coordinate, prepare, and participate in all required monitoring reviews and audits, and complete the year-end Schedule of Expenditures of Federal Awards (SEFA) reporting to Financial Services
  • Perform other work as required or assigned, including, but not limited to, a 24/7 response during public health emergency situations and disease outbreak investigations


WORKING CONDITIONS:

  • Work Environment - Quiet office setting in Olympia, Washington
  • Schedule - Monday – Friday, 8:00am – 5:00pm, with the potential option of alternative or compressed schedules and/or remote working
  • Travel Requirements - Occasional travel may be required to attend meetings or trainings
  • Customer Interactions - Daily interactions with Thurston County staff and the public

QUALIFICATIONS:

  • High School Diploma/GED and two years college level course work in Business or Public Administration, Accounting, Behavioral or Social Sciences or a related field, and; two (2) years of experience in grants or contract administration, grant writing, accounting, procurement, or a related field.
  • OR, any combination of experience and/or education equivalent to five (5) years of experience in grants or contract administration, or other professional program coordination or administration involving data development, collection and analysis.
  • Proficiency utilizing automated data systems and high level of competency in the use of Microsoft Office applications, including Word, Excel and Access.
  • Other training and certifications may be required depending on specific job duties.

DESIRED SKILLS:

  • Prior experience working for a governmental organization
  • Experience designing and editing in Microsoft SharePoint
