Thurston County Public Works is recruiting for an Operations Supervisor to join our dynamic, energetic, and innovative Road Operations team. The successful candidate will be responsible for the direction, planning, and tracking of various road maintenance, construction, emergency response, traffic control, and other related traffic/road operation activities. These positions supervise staff and set priorities for one or more work crews. May act in the capacity of the Road Operations Manager during their absence.

Essential functions may include, but are not limited to, the following:

  • Supervises, plans, directs, and organizes crew workloads and assignments, reviews progress, directs changes in priorities and schedules as needed to assure work is performed in a timely and efficient manner.
  • Sets operational priorities, goals, objectives, and develops short- and long-term work plans for maintenance programs and County projects.
  • Plans and schedules all road maintenance and construction work including emergency response. Determines project elements including labor, equipment, and supply needs. Dispatches maintenance, repair, and operation crews.
  • Provides training and professional development for assigned staff in order to make full use of individual capabilities and to meet changing demands. Counsels employees on methods of improving performance and enforcing the personnel rules.
  • Responsible for work records including timecards, material tickets, progress reports, work completed, program trends, equipment rental and maintenance, and incident reports utilizing automated data management systems.

This position is considered to be an essential worker and may be required to work during non-business hours or closures in order to meet operational requirements and needs, such as clearing roads during a snow and ice event.

QUALIFICATIONS:

  • Associate degree in Public Administration, Business, Civil Engineering, Construction Management, or a related field. Any equivalent combination of education and/or experience may be substituted on a year for year basis.
  • Four (4) years progressively responsible experience in roads engineering, traffic control, construction, maintenance, or related field with at least two (2) years of lead or supervisory experience. Previous experience in the areas of public administration, business writing, budget administration, public speaking, personnel and labor management is desired.
  • Must have a valid Washington State Driver’s License or be able to obtain one within 30 days of employment.
  • Ability to utilize a personal computer and related software packages to perform word processing, spreadsheets, analysis, information retrieval, and tracking.

DESIRED SKILLS:

  • Experience as an Operations Manager or Supervisor for an organization primarily involved in road maintenance, construction, or traffic control.
  • Knowledge and experience using the Manual of Uniform Traffic Control Devices and Washington State amendments.
  • Knowledge and experience with purchasing and contracting for materials and services.
  • Knowledge and experience with best management practices associated with road maintenance activities.
