Position Overview
The Coordinated Entry System Coordinator (CES) oversees all aspects of the implementation of
CES for the Tulsa City-County Continuum of Care. The main objectives of the system are: 1) to
reduce the length of time people experience homelessness and permanently house them as
quickly as possible, using housing resources and linkages to supportive services; and 2) build
upon existing community-based infrastructures to serve individuals experiencing homelessness,
leverage resources, and provide more targeted and cost-effective interventions. The CES
Coordinator is responsible for bringing key partners together to participate in CES; facilitating
regular CES Case Conferencing Meetings; identifying individuals and families for housing
resources as they become available; training staff on CES policies and protocols; identifying and
communicating barriers; and sharing lessons learned and progress reports to community
stakeholders.
Primary Responsibilities
System Oversight & Administration: Manage the Coordinated Entry System (CES),
including oversight of the By-Name List and the permanent housing referral process. Work
closely with the provider community and the Data & Analytics Team to ensure real-time,
data-informed decision-making and system efficiency.

Policy & Process Development: Lead the development and maintenance of CES policies
and procedures in collaboration with the CES Task Group and CoC Leadership Council.
Identify areas for improvement, addresses implementation challenges, and supports
providers with client-level issues.
System Expansion & Best Practices: Expand CES to include all homeless populations and
housing program types. Research national best practices, ensures compliance with HUD
requirements, and translates guidance into local, actionable policies.
Training & Community Engagement: Facilitate training and meetings with providers to
support system understanding and adoption. Build consensus around system
improvements and fosters collaboration among partner agencies.
Evaluation & Performance Monitoring: Support CES evaluation efforts by advising the
Data & Analytics Team on key performance indicators and improvement strategies. Use
data insights to drive system improvements and ensure accountability.
Project & Field Support: Provide general support for CES-related projects and activities.
Participate in community events and provider site visits throughout the Tulsa area.
Organizational Flexibility and Crisis Response: Adapt to organizational needs during
community emergencies, contributing to crisis-response efforts as required, especially
during events such as severe winter weather.
Other Duties as Assigned: Tackle additional responsibilities as needed to support the
overarching goals of Housing Solutions and the Continuum of Care.
Qualifications
Education & Experience
Bachelor's degree in Social Work or a related field required
Master's in Social Work (MSW) or current LCSW preferred. Listed salary range reflects
compensation for candidates with a Master's in Social Work (MSW) or current LCSW.
Minimum 3 years of experience in social services, housing, or related fields, with at least 1
year in a systems-level or coordination role.
Experience working with individuals experiencing homelessness and/or managing crosssector initiatives.
Project management experience or training preferred.
Knowledge & Competencies
Familiarity with HUD Continuum of Care (CoC) regulations and Coordinated Entry
requirements preferred.

preferred.

Working Environment
This position operates in a hybrid work environment, combining remote work with regular inperson responsibilities. While many tasks may be completed from a home office, the role requires
occasional travel within the Tulsa area to engage with service providers, attend partner meetings,
conduct site visits, and participate in community events.
The ideal candidate will be comfortable balancing independent, remote work with collaborative,
in-person engagement. Occasional evening or weekend hours may be required to support
community-based initiatives or respond to emerging needs.
