Position Purpose:
The primary responsibility of your job position is in the management and oversight of the Three Links Health Services Assisted Living buildings in Northfield and Lonsdale. Work in collaboration with the Licensed Assisted Living Directors at each location with the day-to-day functions of the Assisted Living in accordance with current federal, state, and local standards, guidelines, and regulations that govern Assisted Living to ensure that the highest degree of quality of care is maintained at all times.
Essential Job Functions:

Education and Experience:
- Must possess a current, unencumbered, active license in Minnesota as a licensed Assisted Living Director or commit to obtaining a license within one year of employment.
- Five years' experience in Assisted Living.
- At a minimum, must have three years of management experience.
- Must be knowledgeable of computer systems, system applications, and other office equipment.
Organizational Responsibilities:
- Adhere to, support and promote St. Francis Health Services’ Mission and Core Values, philosophy, goals, and objectives while conducting company business.
- Serve on, participate in, and attend various committees as appointed by the Administrator.
- Implement all policies and procedures among staff.
- Monitor standards of care, service, and productivity, ensuring a high quality of life for all individuals receiving services.
- Provide prompt attention to any deficiency notices or other situations requiring corrective action. Counsel staff appropriately and timely concerning areas of deficiency as well as areas of excellence.
- Establish informational systems which aid employees to fully understand the Assisted Living’s (AL) mission, philosophy, and operations.
- Make routine inspections of the AL to assure that established policies and procedures are being implemented and followed.
- Coordinate and manage daily workload, staffing as indicated in the Staffing Plan. Assure appropriate assignments for all services.
- Participate in short and long-range planning and implement specific measures for growth through education of physicians and other community and referral sources.
- Stay current in health-related services and management issues.
- Assure service satisfaction through individuals receiving services’ visits and other measures as appropriate. Responsible for investigating and resolving all complaints.
- Work with the clinical nurse supervisor in providing in-services to all staff. Provide adequate opportunity for education and ensure that all staff meets in-service requirements.
- Is available (or similarly qualified alternate is always available) during operating hours.
- Work cooperatively with St. Francis Health Services to publicize services and maintain community relations to promote the AL.
- Represents the AL in dealings with outside agencies, including government agencies, third party payers, and at various meetings, as necessary.
- Fill in as the Licensed Assisted Living Director in the absence of one or more Directors.
- Authorizes purchases of supplies and equipment within budgetary guidelines established by the governing body.
- Oversee and assist in the preparation of annual budgets for each Assisted Living.
- Conducts and reviews findings from internal operational audits and reports, identifies potential problems and as necessary, develops and implements operational improvement plans.
- Woks with the Assisted Living Quality Director in the development of the operations tactical plans and executes strategic direction to support the achievement of the long-term goals of Three Links Health Services.
Individual Receiving Services’ Care Responsibilities:
- Does not disclose individual receiving services’ protected health information and promptly report suspected or known violations of such disclosure to the Administrator.
- Ensure that all care is provided in privacy, as appropriate, and to knock before entering an individual receiving services’ residence.
- Assure 24-hour accountability for the Assisted Living staff.
- Assure an individualized service plan is established and implemented for everyone receiving services and that the plan is periodically reviewed and revised as necessary according to the MDH regulations.
- Participate in individual receiving services’ discharge process including transfer planning and setting up outside service providers when needed.
Individual Responsibilities:
- Report all complaints and grievances, according to company policies and procedures, which are made by the individual receiving services, family, or visitors and make a written/oral report to the supervisor indicating what action(s) were taken to resolve the complaint or grievance.
- Report any communicable or infectious disease that you contract to the Administrator.
- Delegate the administrative authority, responsibility, and accountability to other staff as deemed necessary to perform their assigned duties.
- Assure that an adequate number of qualified staff is recruited, hired, oriented, and assigned.
- Assure annual performance evaluations/appraisals are completed on staff.
- Supervise all staff with direct input from the clinical nurse supervisor on health and personal care related issues.
- Ensure new hire personnel record paperwork is submitted to Human Resource Department in a timely manner.
- Review employees pay scales and work rules annually and recommend appropriate changes to the Administrator if necessary.
- Counsel/discipline personnel as requested or as may become necessary. Ensure that disciplinary action is administered fairly and without regard to race, color, creed, national origin, age, sex, religion, marital status, or any other recognized protected class.
Safety/AWAIR Responsibilities:
- Utilize proper body mechanics.
- Follow established safety and ergonomic regulations, policies and procedures including using proper work methods (i.e., lifting techniques, repetitive tasks, and the use of safety equipment and supplies) to prevent work-related injuries and illnesses.
- Use safety equipment and supplies (e.g., gait/transfer belt, etc.) in accordance with company policy and procedures when lifting or moving individuals receiving services.
- Use personal protective clothing/devices/equipment when handling infectious waste and/or blood/body fluids.
- Participate in appropriate in-service training programs prior to performing tasks that involve potential exposure to blood/body fluids or hazardous chemicals.
- Report occupational exposures to blood, body fluids, infectious materials, and hazardous chemicals to the supervisor.
- Follow AL’s established policies governing safety data sheets (SDS) and the handling of hazardous chemicals. Ensure that hazardous chemicals are labeled. Report missing/illegible labels and SDSs to the Administrator.
- Correct and/or report unsafe working conditions and potential hazards immediately to the Administrator.
- Promptly report all accidents, errors and unusual incidents to the Administrator no matter how minor they may be. Such occurrences must be reported on the shift in which they occur.
- Know exact location of emergency equipment (e.g., alarms and fire extinguishers).
- Participate in fire safety and disaster preparedness drills.
- Adhere to company infection control policies, including education, reporting, and practice implementation specific to job position.
Regulatory Responsibilities:
- Comply with local, state, and federal laws, regulations, and statutes associated with position.
- Participate in surveys (inspections) made by authorized government agencies.
- Ensure that the AL is in full compliance with federal, state, and local laws.
- Ensure that appropriate identification documents are presented prior to the employment of personnel in accordance with current regulations mandating such documentation.
Environmental Responsibilities:
- Maintain a clean, attractive, safe, and sanitary work environment.
- Report equipment needs, malfunction, accidental breakage etc. according to company procedures.
- Be a liaison with the individual receiving services, their families, support personnel, etc., to assure that the individual receiving services' needs are continually met.
- Participate in in community/civic health matter projects as directed or needed.
Fiscal Responsibilities:
- Be a good steward by using supplies and resources entrusted to you in an efficient manner.
- Communicate and work effectively with the Administrator.
- Ensure the provision of services and documentation required for financial reimbursement of care is completed on a timely basis and in compliance with state and federal requirements.
- Recommend capital expenditures in a timely manner.
- Responsible to implement budget and monitor expenditures to ensure operation is within approved budget.
- Recommend salary changes to the Administrator for approval.
- Prepare budget reports and statistics in an accurate and timely manner as well as keeping the Administrator informed of financial status of the Assisted Living.
- Ensure cost control procedures and action plans are developed, implemented, and evaluated.
- Ensure cost reports are reviewed and discussed with the Administrator.
- Ensure financial records comply with federal, state, and local rules and regulations.
- Ensure that individual receiving services financial records are consistently accurate, current, and accessible.
- Must be knowledgeable of current reimbursement regulations and nursing practices and procedures, as well as laws, regulations, and guidelines pertaining to Assisted Living.
