JOB DESCRIPTION: DEPUTY CLERK

Open Position to be filled immediately.

Under supervision of the Township Clerk, the individual in this position performs a wide array of administrative and clerical tasks relating to payroll, accounts payable, utility billing, human resources, elections, and overall department operations. This position provides support to the Township Clerk. The Deputy Clerk serves as a primary point of contact for the Township’s Clerk's Office, attending to customer requests and information, and other functions as assigned. The Deputy Clerk must have the ability to assume the Township Clerk's duties in their absence.

ESSENTIAL JOB RESPONSIBILITIES:

An employee in this position may be called upon to do any or all of the following essential job responsibilities. These examples do not include all the duties which the employee may be expected to perform. To perform this job successfully, an individual must be able to perform each essential function satisfactorily.

1. Serves as primary point of contact for the Township Clerk's office, providing administrative support to the Township Clerk as assigned. Prepares correspondence, schedules and attends meetings, posts meetings, minutes and official notices, records minutes, maintains official files, and completes related tasks as assigned.

2. Attends to the counter and phones in relation to the Clerk’s Department, provides general information to citizens regarding Township Cemetery Operations, policies, and procedures. Prepares, records, and maintains cemetery records. Coordinates with cemetery sexton, funeral directors, and monument companies as needed; assists with locating graves and responds to cemetery inquiries.

3. Serves as Township Clerk in that person's absences as assigned.

4. Remains cross-trained to provide coverage and assistance for a full range of office operations including general clerical, secretarial, payroll processing, and utility billing.

5. Assists Clerk with maintaining files and official records of the Township in accordance with established legal requirements and record retention policies; research information from records and otherwise assist in administrative duties, following approved record retention and disposal schedules and requirements.

6. Process FOIA requests according to State and Federal Statutes, as well as the local FOIA policy, compiling public information as requested.

7. Participates in all elections held in the Township in accordance with Federal, State, and local laws. Prepares legal notices, issues absentee ballots, maintains election equipment, maintains voter registration files, and coordinates the set up and tear down of voting equipment. Participates in the hiring, training, and supervision of election workers.

8. Possess or be willing to obtain the following: Election Officials Accreditation. Be fully certified in the Qualified Voter File (QVF) Software and municipal clerk certification.

9. Availability to work extended hours for evening meetings as well as during elections.

10. Performs other related duties as assigned that may not be included within this job description.

REQUIRED KNOWLEDGE, SKILLS, ABILITIES AND MINIMUM QUALIFICATIONS:

The requirements listed below are representative of the knowledge, skills, abilities and minimum qualifications necessary to perform the essential functions of the position.   • High school diploma or equivalent is required.
  • Previous experience in administrative support, office management, election administration, and/or related field is preferred.
  • Strong knowledge of official township policies, and the laws and ordinances governing elections, record keeping, and access to public information.
  • Knowledge of general office operations and administrative and clerical procedures and practices.
  • Knowledge of township services, organizational structure, and general operations to effectively direct and assist the public.
  • Excellent customer service skills, including responding diplomatically and cheerfully to customer questions, comments, concerns, and complaints.
  • Skill in maintaining and updating records and documents, compiling and evaluating data and information, preparing clear and accurate reports
  • Proficiency in Microsoft Word and Microsoft Excel.
  • Understanding of the importance of timely and dependable attendance on an ongoing basis.

PHYSICAL DEMANDS & WORK ENVIRONMENT:

Positions in this class typically require the ability to speak, hear, view and create documents. The employee is frequently required to sit, use hands to grasp, handle, feel, type and write; and reach with hands and arms. The employee is occasionally required to bend over, stand, walk, stoop, or kneel and make repetitive motions. The employee must occasionally lift, move, load/unload items of light weight. Sedentary desk work in front of a computer requires the ability to exert the necessary amount of force to lift, carry, push, pull or otherwise move objects, including the human body. The noise level in the work environment is usually quiet. During elections, the employee is required to work extended hours, travel between polling sites, set up and tear down election equipment, and must lift and move items of moderate to heavy weight of up to approximately 40 pounds. Duties are generally performed in a controlled climate office setting. Some travel may be required for training, meetings, and election purposes.

Job Type: Part-time

Pay: $18.00 - $24.00 per hour

Expected hours: 26 per week
