Position Summary
Thomas Construction is seeking a highly capable and detail-oriented Construction Project Manager – Multi-Span Bridge (PENNDOT) to lead the planning, execution, and financial management of complex bridge projects across Pennsylvania. This role will be responsible for managing multi-span bridge and related infrastructure projects from pre-construction through closeout while ensuring work is completed safely, on time, within budget, and in accordance with contract requirements.
The ideal candidate will have strong experience managing PENNDOT bridge projects, including coordination of field teams, subcontractors, suppliers, schedules, cost controls, documentation, and client communication. This individual should be comfortable operating in a fast-paced construction environment and have a strong understanding of heavy civil project delivery, bridge construction sequencing, and public-sector contract administration.
Essential Duties and Responsibilities
The essential functions include, but are not limited to, the following:
- Manage multi-span bridge and related heavy civil projects from pre-construction through closeout.
- Develop and oversee project budgets, schedules, forecasts, and cost-to-complete analyses.
- Coordinate closely with superintendents, foremen, subcontractors, suppliers, and field personnel to ensure successful execution.
- Manage subcontractor scopes, purchase orders, commitments, and change orders.
- Ensure compliance with PENNDOT specifications, contract requirements, safety standards, and project documentation requirements.
- Oversee project administration including RFIs, submittals, pay applications, monthly billings, change order logs, and correspondence.
- Track production, quantities, costs, profitability, and progress against schedule.
- Lead project meetings and maintain strong communication with owners, inspectors, engineers, and internal teams.
- Identify project risks, resolve field and contract issues, and drive projects to successful completion.
- Support procurement, scheduling, means and methods planning, and coordination of bridge construction activities including structural concrete, reinforcing steel, formwork, demolition, and traffic control.
- Assist with preparation and review of project cost reports, forecasts, and financial updates for leadership.
- Maintain organized and accurate project records throughout the project lifecycle.
Additional project management duties may be assigned as business needs evolve.
Required Skills and Qualifications
- Strong background in multi-span bridge construction and heavy civil project management.
- Experience managing PENNDOT or other DOT infrastructure projects.
- Strong understanding of bridge construction means and methods, project sequencing, and field coordination.
- Strong knowledge of budgets, schedules, forecasting, and cost controls.
- Experience with contract administration, including RFIs, submittals, change orders, and pay applications.
- Strong communication, leadership, and organizational skills.
- Ability to read and interpret plans, specifications, and contract documents.
- Strong problem-solving ability and attention to detail.
- Proficiency in construction management and project tracking software.
- Ability to work onsite and collaborate effectively with project teams in both field and office environments.
Preferred Qualifications
- 5 years of experience in bridge, highway, or heavy civil construction project management.
- Direct experience managing multi-span bridge projects for PENNDOT.
- Experience with structural concrete, reinforcing steel, demolition, traffic control, and related bridge scopes.
- Bachelor’s degree in Construction Management, Civil Engineering, or a related field.
Reports To
Project Executive or Director of Construction (may vary by project).
Direct Reports
Field crews, subcontractors, and/or trade leads depending on project assignment.
Work Environment
This role operates primarily on active construction sites and may require work outdoors in varying weather conditions.
Employees may be exposed to moving mechanical parts, loud noise levels, and construction equipment typical of infrastructure and building projects.
Physical Demands
This position may require standing, walking, climbing, bending, and lifting materials or equipment up to 50 pounds.
The role may require extended periods of time on construction sites and navigating uneven terrain.
Travel Requirements
Local and regional travel to project sites may be required depending on project assignment.
Compensation and Benefits
- Base Salary Range: $120,000 – $130,000 annually
- Annual Bonus: Target 10% performance-based bonus
