SUMMARY:
Reporting to the Chief Human Resources Officer, the Deputy Human Resources Officer manages the day-to-day operations of the Human Resources office, ensuring efficient and compliant administration of key HR functions. This role oversees recruitment, job analysis, performance evaluations, timekeeping, payroll coordination with Wayne County, and employee separations. The Deputy HR Officer serves as a liaison with Wayne County on HR-related matters and represents Human Resources in meetings, hearings, and disciplinary actions. This position requires a professional demeanor and strong operational expertise.


ESSENTIAL FUNCTIONS:
•    Supervises HR staff and manages daily HR operations.
•    Oversees the Court's timekeeping system, ensuring payroll accuracy and compliance with regulations and agreements.
•    Manages and coordinates the full recruitment lifecycle.
•    Contributes to the development of HR goals, objectives, and systems, recommending improvements.
•    Develops and maintains efficient HR processes and record-keeping systems.
•    Resolves data discrepancies between the Court and Wayne County.
•    Generates HR reports and statistical projections for management.
•    Administers the Court's HR systems, ensuring data integrity and recommending system enhancements. Manages user access and the interface with Wayne County's payroll system.
•    Maintains records for compensation, benefits, and leave programs.
•    Administers the Court's security access system.
•    Analyzes, develops, and recommends HR policies and processes for increased efficiency.
•    Represents Human Resources in internal and external meetings, including disciplinary actions.
•    Ensure retirements are processed in a timely fashion
•    Provides consultation and guidance to managers and supervisors on HR policies, collective bargaining agreements, and disciplinary matters.
•    Collaborates with IT and Payroll departments on HR systems and process implementation.
•    Conducts final reviews and audits of separation records and communicates payment information.
•    Reviews and adjusts employee information based on agreements and policies.
•    Performs other duties as assigned.


QUALIFICATIONS, LICENSES AND CERTIFICATIONS:
•    Bachelor's degree in Human Resources, Industrial Relations, Business Administration, or a related field. Master's degree preferred. PHR/SPHR certification desirable.   
•    Seven (7) years of progressive HR experience, with at least five (5) years managing a major HR function.
•    Extensive knowledge of HR management principles, including recruitment, compensation, benefits, performance management, labor relations, and EEO.
•    Equivalent experience demonstrating required skills and competencies may be considered.
•    Proficiency in MS Office Suite and relevant HR software and systems.
•    Must possess and maintain a valid Michigan driver's license, no-fault insurance, and access to a vehicle.

•    Excellent public speaking and presentation skills.
•    Skill in counseling employees with tact and diplomacy.
•    Thorough understanding of Court processes and procedures.
•    Proven ability to maintain confidentiality and exercise sound judgment.
•    Ability to work effectively with a diverse population.


PHYSICAL REQUIREMENTS:
•    Must be able to lift 25 lbs.

 

ADDITIONAL REQUIREMENTS:
•    Successful completion of a criminal background investigation and fingerprinting every five (5) years.
•    Authorization to work in the United States.

Grant funded positions are contingent on availability of grant funding and may be terminated should funding substantially reduce or cease. The affected employee may be considered as a candidate for other vacant positions within the Court for which they are qualified.
