Alternate Program Manager (Lead Business Operations Analyst) DHA OSBP Support Services
Location: Falls Church, VA Work Hours: Monday–Friday 8 a.m.–4:30 p.m. ET
The Alternate Program Manager (Lead Business Operations Analyst) provides full-time on-site leadership and acts for the Contract/Program Manager during absences. This position directs day-to-day execution of all OSBP support tasks, ensuring timely, accurate, and high-quality deliverables that enable DHA to achieve its small-business objectives.
How This Role Contributes to the Mission
Embedded within the OSBP team, this role is the operational heartbeat of the contract. By coordinating reporting, analytics, and outreach efforts, the Alternate PM helps DHA identify, track, and expand small-business participation across its healthcare programs. Their work improves the accuracy of acquisition data, supports mentor-protégé program management, and strengthens communications that highlight small-business success stories—showcasing how industry partners advance readiness and patient care. Through direct collaboration with Government staff, the Alternate PM ensures that daily contractor support translates into measurable mission impact for DHA.
Key Responsibilities
- Lead on-site coordination and task execution for all PWS task areas.
- Manage data collection, validation, and analysis of small-business metrics.
- Support mentor-protégé tracking, outreach events, and industry engagement.
- Maintain documentation and ensure timely submission of reports and deliverables.
- Provide technical and administrative leadership to on-site staff.
- Serve as acting Contract/Program Manager when required.
- Facilitate communication between contractor staff and DHA leadership.
Qualifications (PWS § 1.12.1)
- Bachelor’s degree in a business field (required).
- Minimum five (5) years’ experience supervising personnel and multiple functional areas.
- Strong communication, analytical, and organizational skills.
- Experience supporting federal or DoD programs preferred.
- U.S. citizenship and CAC eligibility required.
Desired Qualifications
- Prior experience working with or supporting DHA, OSBP, or other DoD acquisition offices.
- Familiarity with federal small-business data systems (FPDS-NG, eSRS, SAM.gov).
- Understanding of DHA’s acquisition environment and mission priorities.
- Experience with reporting, dashboard development, or process improvement in a federal setting.
- Demonstrated success collaborating in a fast-paced, stakeholder-driven environment.
Work Setting
This position is 100 % on-site at DHA Headquarters in Falls Church, VA, during core Government hours (8 a.m.–4:30 p.m., Monday–Friday). Telework may be considered only with Government approval.
