Contract/Subcontract Administrator
Location: Aurora, CO
Clearance: TS/SCI
 
DeNOVO Solutions is seeking an experienced Contract/Subcontract Administrator to support the cradle-to-grave administration of contracts and subcontracts across Intelligence Community (IC), Department of Defense (DoD), and Federal Government programs.
 
In this role, you will help ensure compliance with federal acquisition regulations, company policies, customer requirements, and contractual obligations while supporting program execution, supplier performance, and risk mitigation. You will work closely with Program Management, Business Development, Finance, Security, and technical teams to support both existing programs and new business efforts.
 
The ideal candidate brings strong experience in government contracting, contract and subcontract administration, supplier management, and regulatory compliance within both unclassified and classified environments.
 
Duties and Responsibilities
 
Contract/Subcontract Administration
  • Manage the full contract and subcontract lifecycle from proposal support and award through administration and closeout.
  • Prepare, negotiate, issue, and administer contracts, subcontracts, modifications, purchase orders, and related agreements.
  • Review statements of work, specifications, funding documents, terms and conditions, and contractual flow-down requirements.
  • Maintain complete and accurate contract and subcontract files in accordance with company policies, regulatory requirements, and audit standards.
  • Monitor contractual performance, deliverables, funding, periods of performance, and schedules.
  • Identify contractual issues and coordinate appropriate actions with internal stakeholders, customers, and subcontractors.
Compliance and Risk Management
  • Ensure compliance with the Federal Acquisition Regulation (FAR), Defense Federal Acquisition Regulation Supplement (DFARS), agency-specific requirements, and company procurement policies.
  • Conduct contractor and subcontractor responsibility determinations, due diligence reviews, and compliance assessments.
  • Identify, evaluate, and mitigate contractual and subcontracting risks throughout program performance.
  • Ensure appropriate flow-down of security, cybersecurity, export control, regulatory, and contractual requirements.
  • Support internal and external audits and reviews related to contracts, procurement, and subcontract administration.
Proposal and Program Support
  • Support proposal activities, including proposal coordination and preparation, supplier evaluations, cost and price analysis, subcontractor proposal reviews, and source-selection activities.
  • Coordinate with Program Management and Business Development teams in support of new business, contract growth, and capture efforts.
  • Assist in developing contracting and subcontracting strategies aligned with program and business objectives.
  • Review subcontractor cost and pricing proposals for adequacy, compliance, and price reasonableness.
  • Provide contractual guidance to program teams throughout program execution.
Supplier Management
  • Serve as a primary contractual point of contact for subcontractors and suppliers.
  • Lead or support negotiations involving terms and conditions, pricing, schedules, deliverables, and other contractual requirements.
  • Address and resolve contractual issues, disputes, changes, and performance concerns.
  • Develop and maintain productive relationships with subcontractors and suppliers while protecting company and customer interests.
  • Coordinate with internal stakeholders to monitor supplier performance and contractual compliance.
Contract and Subcontract Closeout
  • Perform contract and subcontract closeout activities, including final documentation, property disposition, release requirements, and records retention.
  • Verify that contractual, financial, security, property, and administrative obligations have been satisfied prior to closeout.
  • Maintain closeout documentation in accordance with regulatory and company requirements.
Required Qualifications
  • Bachelor’s degree in Business Administration, Supply Chain Management, Contracts Management, Procurement, or a related field. Four years of government contracting experience may be substituted for degree requirement.
  • Minimum of 5 years of contract and/or subcontract administration experience supporting U.S. Government contracts.
  • Experience administering multiple government contract types, including cost-reimbursement, time-and-materials (T&M), firm-fixed-price (FFP), and Indefinite Delivery/Indefinite Quantity (IDIQ) contracts.
  • Working knowledge of FAR, DFARS, and federal acquisition and procurement regulations.
  • Experience supporting classified U.S. Government programs.
  • Strong negotiation, analytical, organizational, and problem-solving skills.
  • Strong written and verbal communication skills.
  • Proficiency with Microsoft Office applications.
Preferred Qualifications
  • Experience supporting Intelligence Community customers such as the NRO, NSA, NGA, DIA, CIA, or other IC organizations.
  • Experience working with Enterprise Resource Planning (ERP) systems; experience with Unanet is a plus.
  • Familiarity with NISPOM requirements and U.S. export compliance regulations.
  • Experience supporting classified systems integration, cybersecurity, software development, engineering, or other highly technical government programs.
  • Experience working in Agile environments; familiarity with the SAFe® framework is a plus.
  • Experience supporting proposal development, contract negotiations, government audits, or compliance reviews.
Security Requirement
  • Applicants must possess an active TS/SCI security clearance. Certain programs or assignments may require a CI Polygraph or the ability to successfully complete additional security processing.
Knowledge, Skills, and Abilities
  • Thorough understanding of government contract and subcontract formation, administration, and closeout principles.
  • Ability to interpret complex contractual documents, regulatory requirements, terms and conditions, and statements of work.
  • Strong attention to detail with the ability to manage multiple priorities and deadlines in a fast-paced environment.
  • Ability to recognize contractual risks, identify potential solutions, and communicate recommendations to leadership and program teams.
  • Ability to work independently while collaborating effectively with cross-functional teams.
  • Strong judgment, problem-solving, and decision-making capabilities.
  • Ability to communicate effectively with government customers, subcontractors, suppliers, internal leadership, and technical personnel.
Work Environment
  • Work will be performed in both unclassified and classified environments.
  • This is primarily an in-office position with limited work-from-home opportunities based on program and security requirements.
  • Occasional travel may be required.
  • Must comply with all applicable security, facility access, information protection, and customer requirements.

Compensation:
The anticipated salary range for this position is $75,000.00 – $95,000.00 annually, based on qualifications, experience, clearance level, contractual requirements, and other relevant factors. Compensation may exceed the posted range based on specialized experience or program requirements.
