The Climate Investment Funds (CIF) is the world's largest multilateral climate fund, with $13.5 billion channeled through six Multilateral Development Banks (MDBs) to 78 countries. CIF financing catalyzes climate action in developing and middle-income countries by funding transformational projects that reduce emissions, build resilience, and accelerate the transition to clean energy and sustainable development.

This collaborative approach ensures that climate finance reaches those who need it most while testing innovative solutions that can be scaled globally. As climate challenges intensify and the demand for climate finance grows, CIF continues to expand its instruments and impact. The Position

CIF’s adaptation and resilience portfolio is expanding rapidly in response to growing climate risks and global demand for scalable, systemic solutions. Key programs include the Pilot Program for Climate Resilience (PPCR) and the newly launched ARISE initiative (Accelerating Resilience Investments and Innovations for Sustainable Economies), which received $100 million in new funding from Germany and Spain at COP30.

To support this growth, the CIF Secretariat is seeking an Extended Term Consultant (ETC2) to provide dedicated technical and analytical support to the Head of Adaptation and Resilience. This role will strengthen program delivery, deepen partner engagement, and advance knowledge and learning across CIF’s resilience work.

The Climate Adaptation Specialist will provide technical and analytical support to the Adaptation and Resilience team, contributing to effective program design, implementation, knowledge generation, and partner coordination across CIF’s resilience portfolio.

Duties And Responsibilities

Program Design and Implementation

  • Provide technical inputs to the design and implementation of CIF adaptation and resilience programs, including ARISE and PPCR, ensuring alignment with CIF’s policies, results frameworks, and objectives.
  • Review and provide quality assurance on MDB concept notes, program documentation, and project submissions related to adaptation and resilience.

Knowledge and Learning

  • Develop knowledge products — including briefs, learning notes, and case studies — that capture lessons from CIF programs and advance understanding of effective resilience approaches.
  • Support the organization of learning events, workshops, and peer exchanges to share insights across CIF’s partner network.

Finance and Policy Analysis

  • Conduct analytical and advisory work on adaptation finance, including policies, instruments, and mechanisms for mobilizing public and private investment for resilience, drawing on CIF experience and global practice.

Partner Engagement and Coordination

  • Engage with CIF partner MDBs, recipient country governments, civil society, and other stakeholders on resilience programming and learning.
  • Coordinate with relevant CIF program and thematic teams to ensure coherence across resilience-related knowledge and policy activities.

Other

  • Perform other tasks as assigned by the Head of Adaptation and Resilience.

Selection Criteria

Required

  • Master’s degree in international development, climate change, environmental policy, economics, or a related field.
  • At least five years of relevant professional experience in climate change adaptation, resilience, or related fields, including policy and operational dimensions.
  • Experience working with or supporting multilateral development banks, international climate funds, or comparable international development institutions.
  • Strong analytical skills and demonstrated ability to research, synthesize, and communicate complex information clearly.
  • Excellent written and oral communication skills in English.
  • Ability to manage multiple priorities and work effectively in a collaborative, multicultural environment.

Preferred

  • Knowledge of the global climate finance architecture, including the roles and mandates of multilateral climate funds.
  • Familiarity with CIF programs, particularly PPCR or ARISE.
