SALARY RANGE: $25 per hour
JOB STATUS: Non-Exempt, Part Time (30 hours a week)

JOB OVERVIEW:
STATEMENT OF PURPOSE: The purpose of the Outreach Specialist is to expand family engagement and increase access to the Parents as Teachers program through intentional community outreach and relationshipbuilding. This role connects families to early childhood services by collaborating with community partners and ensuring families receive clear, welcoming information about program benefits.
SCOPE OF RESPONSIBILITY: The Outreach Specialist helps families learn about the Parents as Teachers program and connects them to services. This role builds relationships with community partners, attends events, and reaches out to families who may benefit from the program. The Outreach Specialist makes sure families get clear, friendly information and supports them through the referral process so they can easily join the program.
ESSENTIAL FUNCTIONS:
- Minimum of a high school diploma and 2years’previoussupervised work experience with young children and/or parents.
- Complete andsubmitreferrals within 3 business days using the organization’s electronic health record system (SFDB/Visit Tracker).
- Identifyand communicate any barriers preventing families from connecting with the program or referral services.
- Facilitate Group Connection events and Car Seat Safety workshops as assigned.
- Participate in reflective supervision, monthly staff meetings, and team discussions.
- Support Parent Enrichment Outreachefforts—including cold-calling, mailers, canvassing, and community events—to helpmaintaincaseload capacity and meet program requirements.
- Attend community meetings to build andmaintainpartnerships that support family referrals.
- Engage in ongoing professional development andmaintainall required annual certifications.
- Conduct outreach through phone calls, presentations, community visits, and canvassing toidentifyfamilies who maybenefitfrom the program.
- Build relationships with families, schools, clinics, and community organizations to share information about the Parents as Teachers program.
- Attend resource fairs, community events, and partner meetings to promote services andconnect with potential families.
- Provide clear and friendly information about program services, eligibility, and enrollment steps.
- Support families through the referral and intake process to ensure a smooth and welcoming experience.
- Use tools such as maps, community directories, and local data to target outreach in priority areas, including Best Start communities and SPAs.
- Maintainaccuraterecords of outreach activities, contacts, and referrals.
- Collaborate with Parent Educators and program staff to help meet enrollment goals and support family engagement.
- Represent the program in a professional, respectful, and culturally sensitive mannerat all times.
- Essential functions may change depending on contract requirements/Other duties as assigned.
QUALIFICATIONS:
Required
- Minimum of a high school diploma and 2years’previoussupervised work experience with young children and/or parents.
- Must be certified by the PAT National Center annually after completing competency-based professional development – provided atno-costby the agency.
- Must demonstrate effective communication and interpersonal skills (engaging, empathic, non-judgmental, patient, tactful), characteristics considered essential for mastering the program’s core competency areas (increase parent knowledge of early childhood development and improve positive parenting practices, provide early detection of developmental delays and connection to services, improve parent, child and family health and well-being, prevent child abuse and neglect, increase children’s school readiness and success, improve family economic well-being, strengthen community capacity and connectedness).

CONDITIONS OF EMPLOYMENT:
- Occasional evenings and weekendsrequired.
- Tuesday – Saturday shift preferred.
- Must have verification of T.B. clearance at the time of employment, to be renewed every year (every 2 years for chest x-rays).
- Employeemay be asked toparticipatein cross-training programs or pursueadditionaleducation or training when it is determined to be in the best interest of the organization.Employeemustmaintainannual certifications.
MANDATORY TRAINING:
- Attend PAT Model Foundational training.
- MustmaintainInfant Massage certification annually
- MustmaintainChild Passenger Safety Technician (CPST) certificationbienniallyafter completing and passing the CPS Certification course
- MustmaintainLactation Education Counselor Certification after successfully passing the course and complete the Lactation Education Refresher Course three years after the date of completing the Lactation Education Counselor Course

WORKING CONDITIONS:
- Work is performed in a normal office setting, client’shomesand the community.
- Noise level is moderate with occasional loud outbursts.
- This is a field-based positionand requires 80% driving.Mustpossessa current and valid driver's license and auto insurance coverage during employment.
PHYSICAL DEMANDS:
- Constantlyconverseswith colleagues and clients.
- Must be able to remain in a stationary position 50% of the time.
- Occasionally moves about inside of the office to access office machinery, supplies, etc.
- Constantlyoperatesa computer and other office machinery, (i.e., printer/copier and calculator).
- Frequentlyoperatesownmotor vehicle to travel between offices, clienthomesand the community(mileage to be reimbursed).
- Frequently needs to position selftoeffectively interact with children of lesser stature(such as:sitting for extended periods, kneeling, and stooping.)
- Occasionally transports materials (supplies, toys, books, etc.) weighing up to 50 pounds for Group Connections, parent-childactivitiesandparentengagement supplies.
REASONING ABILITY: Ability to solve practical problems and deal with a variety of variables in situations where only limited standardization exists. Ability to interpret a variety of instructions furnished in written, oral, diagram, or schedule form.
