Primary Purpose Of Organizational Unit

The Department of Health Policy and Management ( HPM ) provides health services management and health policy analysis education at the certificate, undergraduate, residential master’s, executive master’s, doctoral, and executive doctoral levels; conducts health services and health policy research; and provides public service to North Carolina, to the United States, and to other countries. Measured by the size of its graduate programs, the department is one of the largest on campus. The department is ranked in the top 2 of all similar departments (by U.S. News and World Report), consistently placing above the premier programs at Ivy League schools and other prestigious institutions.

The department has two principal educational foci: management of health services; and health policy formulation, analysis, and implementation. The educational programs prepare students for administrative positions in a wide variety of health services delivery organizations in both domestic and international settings. These organizations include hospitals, nursing homes, county public health units, HMOs, insurance companies, and the benefit offices of major corporations. The department also prepares students for significant policy formulation and analysis positions at local, state, national, and international levels. Students with policy interests pursue positions in government agencies, legislative staffs, Congress, executive branches at the state and federal levels, prestigious consulting firms, private foundations, and agencies concerned with international development.

HPM offers six separate degree programs and two certificate programs: a baccalaureate degree ( BSPH ); the Master of Healthcare Administration ( MHA ), the Master of Science in Public Health ( MSPH ), the Policy concentration of the Gillings Master of Public Health ( MPH ), two doctoral degrees (PhD and DrPH) and a certificate programs in Disaster Management and in Healthcare Management. The MHA is offered through both the department’s Residential and its Executive Master’s Programs.

In addition to the educational programs, the department has a vigorous and expanding research program. Currently, faculty are actively involved as principal investigators or contributing investigators on contracts and grants in collaboration with researchers all over campus, and are principal investigators on almost $14 million in contracts and grants each year. Because of the interdisciplinary nature of much of this work, a large portion of this research is conducted jointly with other research centers and institutes on campus. These have included the Center for Health Promotion/Disease Prevention, the Carolina Population Center, the Sheps Center for Health Services Research, the Lineberger Comprehensive Cancer Center, the Highway Safety Research Center, Institute on Aging and School of Nursing. The department manages internally over one million dollars annually in sponsored contracts and grants.

Because of its large and diverse teaching, research, and service missions, the department has one of the largest and most diverse teaching faculties of any department on campus. The Department of Health Policy and Management has faculty representing the disciplines of accounting, business administration, management, finance, human resources development, organization theory, sociology, psychology, medicine, dentistry, nursing, pharmacy, operations research, political science, law, ethics, and marketing. The department currently has 34 permanent faculty, over 100 adjunct faculty, and nearly 400 students enrolled in our various degree programs.

Position Summary

The primary purpose of this position is to serve as the payment and student payroll coordinator for all funds within the department of Health Policy and Management. Transaction types this position processes include but are not limited to: paying invoices via vouchers, p-card, or internal billing; placing requisitions and purchase orders; making journal entries, travel requests/reimbursements, daily deposits; and updating the vendor database. As the student appointment and payroll coordinator for the department, duties include but are not limited to: communicating appointment and benefit information to students; creating and maintaining positions; processing appointments /terminations; enrolling students in graduate health insurance; entering non-service, tuition and fee awards; and processing salary source changes. This role tracks in-state and tuition remission budget balances and monitors job end dates for student appointments, proactively determining whether students should be reappointed, extended, or terminated. This person must maintain familiarity with campus financial and student HR and payment systems, policies, and procedures, and must be able to clearly communicate accounting and student funding policies to students, faculty, and staff.

Minimum Education And Experience Requirements

High school diploma or equivalency and one year of experience in accounting work; or equivalent combination of training and experience.

Management Preferences

  • Experience working in higher education.
  • Relevant accounting, transaction processing and account reconciliation experience.
  • Student funding and payroll experience.
  • Experience working with a variety of fund types including state, F&A, receipt funds, trust funds, or contracts and grants.
  • Experience using UNC financial systems (or equivalent) including ConnectCarolina (PeopleSoft), InfoPorte, GradStar, Lawlogix, Works (P-Card), Concur (Travel) is preferred.
