The Nurse Manager-Float Pool will provide managerial and clinical leadership to ensure staff deliver safe, high-quality patient care. This includes oversight of the nursing float pool for the UI Health Care system and the staff who may float across multiple campuses. The Nurse Manager will play a pivotal role in establishing relationships and collaborating with nurse leaders’ system-wide, developing operational plans for a tiered float pool, and implementing education, training, and recruitment strategies.


The Nurse Manger oversees the float pool and other areas as assigned in the Department of Nursing Services and Patient Care. This role collaborates with nursing leadership to standardize operations and improve efficiencies within the Department. This individual assures that hospital policies and procedures are followed.
Positions in this job family usually have limited involvement in direct patient care and focus their efforts in planning, organizing, directing, evaluating, and improving health care operations, clinical education programs and research programs of clinical and health service departments.

Human Resources Management:
Hiring

  • Hire, develop, and manage performance of staff within the Float Pool.
  • Lead recruitment efforts for staff and foster a culture that attracts and retains qualified professionals.

Staff Development

  • Manages the talents, strengths, and behaviors of everyone in work groups and provides each employee with the opportunity to contribute to the goals of the department and health system.
  • Actively seeks participation from staff on decision-making and customer service improvement activities, provides staff incentives and rewards for contributions toward achievement of service excellence.
  • Develop and implement education and training programs tailored to float pool staff. Demonstrates commitment to people; coaches staff to participate in team decision-making.
  • Develops and implements succession planning.

Performance Management

  • Assures performance expectations are clearly understood.
  • Holds staff accountable to meet or exceed patient needs/expectations as well as maintain standards of collaboration and respect within and among multidisciplinary teams.
  • Completes staff evaluations on time with written, solid justification.
    Leave Management
  • Reviews attendance data, recognizes trends and takes appropriate follow-up with staff.
  • Knowledgeable of University of Iowa policies and Federal laws regarding leave and accommodation processes.

Employee & Labor Relations

  • Adheres to all University of Iowa (UI) and UI Health Care policies and procedures, SNAHP Manual, Merit Rules, and Collective Bargaining Agreements.
    Financial Management:
  • Develops a staffing plan for each tier of the Float Pool.
  • Is open to creativity in staff scheduling and staff flexibility.
  • Assures that fiscal goals are clearly understood by staff and that objectives are met.
  • Motivates staff to high performance by exercising strong stewardship of university resources.
  • Critically analyzes staffing needs and available resources to maintain staffing coverage to provide safe patient care.
  • Standardize and optimize the use of the float pool.
  • Works with Nursing Leadership to determine best structure of the float pool. Completes analysis of current and future needs, and recommend staffing models, to include FTE additions, to optimize utilization of these teams in meeting patient care needs.
  • Motivates and works with staff to exemplify high performance by exercising strong stewardship of university resources to be fiscally responsible.

Operations, Standards of Care, Regulatory Compliance, Quality and Patient Satisfaction:

  • Provides leadership in the management and alignment of float pool staffing to meet patient needs across multiple campuses.
  • Assists in the development of operational plans to build the tiered float pool structure.
  • Ensures effective onboarding and ongoing professional development of float pool staff.
  • Provides leadership to establish and/or maintain efficient and effective systems of clinical nursing service across the float pool.
  • Consistently makes sound judgments after gathering factual, objective information.
  • Identifies inefficiencies in current practice/processes, demonstrates tolerance for change and develops a means to enhance the process.
  • Incorporates the principles of Service Excellence to ensure positive patient/customer relations.
  • Partners with Department of Nursing Data Resources, Business Analytics Team, and Central Finance Manager to provide operational data for daily, monthly, and quarterly staffing reports.
  • Share operational data findings with Department of Nursing Leadership.
  • Assists with position control entry and maintenance.
  • Serve as informational resource for Department of Nursing Leaders on staffing optimization.
  • Provides managerial and clinical leadership to establish and/or maintain efficient and effective systems for provision of patient care to ensure optimal patient outcomes.
  • Identifies operational problems and takes action to correct the specific problems notifying the appropriate nurse leader or administrator on call when appropriate.
  • Participates in the emergency response events/exercises and has the capacity to delegate and direct staff in the event of an emergency.

Patient Care/Services Delivery:

  • Collaborates with clinical leaders to monitor patient volume and ongoing changes in patient acuity, and complexity and aligns float pool staffing model.
  • Develops flexible staffing plan and reallocates priorities to ensure optimal patient care.
  • Implements scheduling guidelines and best practices for inpatient areas to utilize.
  • Partners with the Staffing Office to obtain data and review ELMS reports to assess staffing patterns and trends. Analyzes data and makes recommendations on changes to optimize staffing in the float pool and standardize processes.
  • Provides leadership during emergency situations.

Required Qualifications:

  • Bachelor's or Master's in Nursing is required. Preferred Master's degree (in nursing, MBA or healthcare related) or Doctorate (DNP, PhD). If candidate does not have a master’s degree, they will be strongly encouraged to obtain one within 5 years of starting position
  • Current license to practice nursing in Iowa is required by date of hire.
  • 3 years of nursing leadership and management experience
  • Demonstrated skill in leadership/management and experience in clinical practice required
  • Excellent written and verbal communication skills are required
  • Must be proficient in computer software applications
  • Certification in a role or specialty through a nationally recognized professional nursing certification body. If not currently certified must seek certification in a role or specialty as soon as eligible to sit for the exam.
  • Demonstrated knowledge of effective strategies for working with faculty, staff, and students from a variety of backgrounds and perspectives
