GENERAL PURPOSE

The Parking Coordinator is responsible for coordinating and supervising the town’s enforcement of the parking regulations and managing public parking operations to ensure that facilities are accessible, efficiently utilized and in compliance with regulations.

SUPERVISION RECEIVED

Works under the general supervision of the Chief of Police, Police Lieutenant and/or their designee.

SUPERVISION EXERCISED

Provides general supervision to Parking Attendant(s).

ESSENTIAL FUNCTIONS

Coordinates and supervises all parking enforcement and parking citation collection activities, including office support activities, record keeping, budgeting, system applications, violation notices and related activities.

May issues warnings and/or parking citations, attend court hearings and testify in court proceedings.

Handles complaints and related problems with the public, staff or police involving parking issues and any other related areas; act as the primary contact for inquiries and appeals related to parking, ensuring prompt and courteous resolutions.

Oversees the installation, maintenance and repair of the Town’s parking meters and pay stations; installation and repair for sign maintenance; traffic control layouts and setup of traffic messaging signs, parking pay station, departmental information technology systems and equipment, the vehicle immobilization program and parking operational coordination.

Plans, assigns, and supervises the activities of staff engaged in the enforcement of the parking regulations in the parking areas, municipal parking management, and traffic control.

Supervises the operation of payment systems, including meters, pay stations and mobile platforms; performs parking meter revenue collection duties; prepares deposit of daily revenue generated by kiosk against the system generated report(s); download reports as needed; and reconcile to credit card merchant services reports and daily bank deposits in process.

Assists in budget preparation and management, including monitoring revenues and expenditures related to parking operations; and coordinate with the Deputy Finance Director regarding deposits in transit and reconciliation with the various reports used to collect meter revenues.

Receives and reviews periodic reports of unpaid parking citations and ensures that the lists are accurate and complete; voids citations as necessary.

Collects and interprets parking data, recognizing trends and generating regular reports.

Coordinates with various Town departments, local businesses and community organizations to address parking requirements, parking permits and support routine parking.

Coordinates parking plans with the police department for special events, including variable message board placement, and messages to direct traffic.

Works with staff in parking operations over the Town’s employee parking program, as well as Town-managed parking lots.

Maintains a timely schedule for generating and mailing collections letters for delinquent parking citations and for submitting unpaid balances to collection agencies.

Monitors performance of contractors to ensure town assets are properly maintained and operated.

Performs related work as assigned.

MINIMUM QUALIFICATIONS

Education and Experience

Graduation from high school or General Education Diploma (GED); Associate Degree in public administration, business management or a related field is preferred. AND

Four (4) years of progressively responsible experience in the performance of the essential functions as listed above; including at least one (1) year supervisory and two (2) years parking related experience; relevant certifications in parking management, transportation planning and/or project management preferred. OR

An equivalent combination of education or experience.

Knowledge, Skills, and Abilities

Possesses working knowledge of Town services, transportation or similar services; basic first aid, the operation of traffic signalization equipment or semaphones and project management use of personal computer and various software program applications such as Microsoft Office Suite related to word processing, spreadsheet and database management; experience with T-2 IRIS and UPSafety preferred; thorough knowledge of pertinent statues, laws, regulations and ordinances; basic parking garage and lot operations, including revenue control; office practices, procedures and records maintenance and considerable knowledge of parking enforcement policy and procedures including knowledge of parking citation collections, basic traffic safety, the operation of traffic signalization equipment or semaphones and project management.
