+ IT Procurement Specialist +

Overview

DUTIES AND RESPONSIBILITIES:

• Prepare procurement packages and artifacts for submission to contracting and acquisition offices.• Ensure all documentation aligns with DoD and Navy acquisition policies, including justification memos, market research reports, and funding documents.• Coordinate with stakeholders to gather requirements and validate procurement needs.• Conduct market research to identify viable IT solutions and vendors.• Solicit and acquire vendor quotes, ensuring competitive pricing and compliance with federal acquisition regulations.• Evaluate vendor capabilities and product specifications to meet mission requirements.• Prepare, submit, and monitor IT Purchase Requests using the Navy Information Technology Approval System (NAV-ITAS).• Track approval workflows and status updates, ensuring timely processing and escalation when needed.• Maintain accurate records of NAV-ITAS submissions and approvals for audit and reporting purposes.• Ensure all IT procurements comply with cybersecurity standards, including risk assessments and system authorizations.• Provide regular updates to program managers and acquisition leads on procurement status and timelines.• Collaborate with financial analysts and IT teams to align purchases with budget and technical specifications.• Prepare briefings and reports for leadership on procurement activities and outcomes.

QUALIFICATIONS:

• Two (2) years of professional experience in acquisition support with preparing procurement packages and/or artifacts for the procuring activities. • Experience in conducting market research, acquiring vendor quotes and preparing, submitting, monitoring IT Purchase Requests via Navy Information Technology Approval System (NAV-ITAS). • This position is required to be designated as IAT II level. (Security )• Must have a Secret clearance or higher depending on the contract requirements.

ADDITIONAL QUALIFYING FACTORS:

Must have the ability to obtain and maintain a security clearance. In addition, a satisfactory background screening, negative drug test, positive references and proof of identity and legal authorization to work in the United States are required.
