Job Duties Include
- Advises the Vice Chancellor for Global Affairs in the development of mission statements and goals, strategic plans, long-range planning, budgets, and operating plans and periodically represents the Vice Chancellor for Global Affairs in high-level, internal and external meetings as needed.
- Serves as a science diplomat representing SUNY's interests to a range of international universities, government organizations, and private entities.
- Interprets relevant scientific, political, economic, social, and other significant international policies, programs, status, and issues to advise SUNY leadership, staff, and external stakeholders on how these developments impact SUNY education, enrollment, research and innovation activities.
- Maintains understanding of domestic and international STEM ecosystem and provides forecasting analyses, advice and recommendations on potential partnership opportunities and policy issues.
- Provides comparative analysis of federal and state policies for the US and international targeted countries
- Supports the Vice Chancellor for Global Affairs in recommending and implementing new or modified policies and plans in academic, scientific, fiscal, and administrative matters to improve international partnership development.
- Plays a central role in program planning, development, and coordination with campuses and third parties to ensure that program implementations effectively reflect policy decisions relative to SUNY's international strategic plan.
- Analyzes and integrates policy guidance from SUNY, organizations, and federal and state agencies as appropriate into OGA's plans and work.
- Provides project risk assessment and work requirements to achieve goals for new projects and initiatives. Provides risk mitigation plans including associated costs.
- Facilitates the proposal process for specific sponsors including proposal writing and partnership agreement negotiations. Makes recommendations for project plan development, roles and responsibilities, and scope of work with input from sponsors, project leads, principal investigators, and campus/system leadership.
- Identifies funding opportunities for SUNY campus partnerships (student scholarships, research, or academic programs) with international universities, government organizations, and private entities.
- Manages relationships with NYS agencies as needed on international projects, e.g., Empire State Development.
- Collaborates with the participating and adjacent units to evaluate project performance and to recommend refinements and improvements.
Minimum Qualifications:
The Successful Candidate Will Possess
- A Bachelor's degree and at least ten years of demonstrated success working with a high degree of independence in a complex, multi-faceted organization.
- Considerable experience and knowledge of higher education administration including international programs, research, and partnerships.
- Excellent written and oral communication skills. Demonstrated ability to conceptualize effectively and communicate with others regarding complex issues and ideas in a clear and concise manner.
- Ability to establish and maintain an understanding of domestic and international ecosystems including the organizations responsible for basic and use-inspired funding in STEM fields.
- The ability to use independent judgement and maintain confidentiality.
- A demonstrated commitment to a diverse, equitable, and inclusive work environment.
- Master's degree, plus after the award of the degree, at least 10 years of successful international program and/or research administration.
- International experience in policy and diplomacy.
- Experience with stakeholder management.
- Partnership experience in any areas of science, engineering, or social science.
- Experience working in interdisciplinary and multidisciplinary research areas, preferably in a team research and/or research administration environment.
- Managerial and/or supervisory experience.
- We are searching for two positions for the title of either Associate Officer or Senior Officer, depending on experience and qualifications of the candidate.
- Salary is dependent on a variety of factors, including but not limited to, experience, education, training, and certifications.
- The range for the Associate Officer position is $125,000 - $138,000.
- The range for the Senior Officer position is $145,000 - $165,000.
