Public Utility Division Director

Under administrative direction, directs and supervises the Public Utility Division (“Division”) of the Oklahoma Corporation Commission (“Commission”) and the administration of rules, regulations, and orders of the Commission relating to the regulation of electric, gas, telecommunications, and water utility companies; cotton gins; and some service providers in the areas of electric vehicle charging stations, hydrogen fuel production facilities, Oklahoma wind energy facilities, and renewable energy recycling facilities. This includes the related Consumer Services organization and the role as Administrator of the Oklahoma Universal Service Fund and regulation of Pipeline Safety in Oklahoma.

Levels are distinguished based on the complexity of assigned duties, the level of expertise required for completion of work assignments, and the responsibility assigned for the supervision of others.

At this level incumbents are assigned responsibilities for directing and coordinating functions and activities related to multiple divisions of the agency, including the direction and supervision of administrators who are responsible for the direction of other programs included in the assigned area of responsibility.

Knowledge, skills and abilities required at this level include knowledge of agency policies and procedures; of all state and federal legislation related to assigned agency programs; of the principles, methods and practices of various programs being administered; and of the organization, development and administration of the programs for which responsibility is assigned.

Ability is required to evaluate program performance; plan, coordinate and evaluate the activities of divisions and multiple work units engaged in a broad range of functions; to communicate effectively, both orally and in writing; to interpret, analyze and resolve highly complex administrative and personnel problems; to interpret and apply policy material; to maintain effective working relationships with others including state officials, industry representatives, and the general public; to direct the functions and activities of a division which is large in size and/or scope; and to communicate management goals to staff and the public.

A Baccalaureate degree from an accredited college or university in a related field such as: Accounting, Business Administration, Economics, Engineering, Energy Management, Finance, Public Administration, or other related field and seven (7) years of professional business or public administration experience in the field of public utility regulation, including five (5) years in a supervisory or administrative capacity; (or) an equivalent combination of education and experience substituting one year of professional or technical administrative experience in business or public administration for each year of the required education. Ideal candidate would hold an advanced degree, such as a Master of Business Administration or Economics, or a Juris Doctorate. No substitution will be allowed for the required professional experience in a supervisory or administrative capacity.

Core work hours for the Oklahoma Corporation Commission are Monday through Friday, 8am-4:30pm. This schedule may require flexibility based on the needs of the agency. This position is an onsite position.
