Job Description

Salary: up to $160,000.00, based on education and experience
Full Time /Part Time: Full Time
Work Schedule: Monday – Friday
Primary Hours: 8-5

Position Description:
The Director Rural Health Transformation Program is responsible for providing executive leadership to program staff to ensure an efficient, effective process for all agency stakeholders. The successful candidate will be responsible for providing strategic support, offering analysis and deploying solutions to assist the Chief of Staff and agency leadership. This position will be key in successfully implementing Oklahoma’s Rural Health Transformation Plan. This role requires a visionary leader who can integrate clinical, operational, and community perspectives to deliver measurable improvements in rural health outcomes. The Director will oversee all aspects of program implementation and evaluation and stakeholder engagement to ensure the program’s goals are met on time and within budget.

Position Responsibilities/Essential Functions:
  • Demonstrates knowledge of and supports mission, vision, value statements, standards, policies and procedures, and the code of ethical behavior.
  • Reviews relevant budgetary and statistical reports, analyzes findings and makes recommendations for program delivery adjustments.
  • Responds to program related inquiries from stakeholders, internal and external partners, and the general public.
  • Leads a project team, participates in personnel activities including recruitment, hiring, discipline and terminations.
  • Lead the overall planning, implementation, and evaluation of the Rural Health Transformation Program.
  • Oversee program budgets, workplans, and performance targets to ensure accountability and efficiency.
  • Identify opportunities for program expansion, innovation, and sustainability.
  • Build and maintain strong partnerships with key stakeholders.
  • Represent the program in high-level meetings, conferences, and collaborations with government and private sector partners.
  • Use data-driven insights to inform decision-making and continuous improvement.
  • Prepare progress reports, success stories, and impact assessments for stakeholders and agency leadership.
  • Foster a culture of collaboration, innovation, and accountability.
  • Being present at the office is an essential function of the job.
  • Other duties as assigned.

Other Duties
  • Demonstrates knowledge of and supports mission, vision, value statements, standards, policies and procedures, operating instructions, confidentiality standards, and the code of ethical behavior.
  • Works effectively in team environment, participating and assisting their peers.

Minimum Qualifications:
Education and Experience requirements at this level consist of a master’s degree plus ten (10) years of relevant professional experience, including five (5) years in a supervisory or administrative capacity.

Preferred Qualifications:
Master’s degree in business, public administration, public health, healthcare, finance or related field.

Knowledge, Skills, and Abilities required at this level include knowledge of federal and state laws governing agency programs; rules, regulations, and policies governing agency programs; organizational design, structure, and function; quality and project management principles and practices; business processes and technologies used in the delivery of agency services, establishing attainable metrics and methodologies to determine the success of agency programs; and the administrative and legislative processes to represent the Agency.

Physical Demands and Work Environment:
Work is typically performed in an office setting with climate-controlled settings and exposure to moderate noise levels. While performing the duties of the job, employees are required to talk, stand, walk, and reach with hands and arms. This position requires long periods of sitting and daily use of computers and phones. Must be willing to perform all job-related travel associated with this position. Being present at the office is an essential function of the job.
