The State of New Hampshire, Department of Environmental Services, Waste Management Division, Hazardous Waste Management Bureau has a full time vacancy for a Technical Assistance Section Administrator.
Summary:
Administers New Hampshire Department of Environmental Services (NHDES) objectives for Hazardous Waste Certification, Pollution Prevention, Small Quantity Generator Self-Certification and Household Hazardous Waste Grant Programs by planning, authorizing and monitoring long-term policies and strategies, interpreting laws and rules and evaluating program effectiveness for the multi-disciplined Hazardous Waste Management Bureau’s (HWMB) Technical Assistance Unit.
YOUR EXPERIENCE COUNTS : Each additional year of approved formal education may be substituted for one year of required work experience and/or each additional year of approved work experience may be substituted for one year of required formal education.
MINIMUM QUALIFICATIONS:
Education/Experience: Bachelor's degree and 8 years of experience OR equivalent combination of 12 years of education and experience after completion of high school. Education and experience must be in the fields of environmental engineering, biology, chemistry, the physical sciences, environmental law, conservation or other related environmental sciences.
License/Certification: Valid driver’s license, or access to transportation for statewide travel.
Other Requirements:
Thorough knowledge of the regulatory requirements for hazardous waste generators, transporters and treatment, storage and disposal facilities as stated in state and federal laws, rules and policies (RSA 147-A / Env-Hw 100-1100 and RCRA Subtitle C / 40 CFR 260 - 279). Ability to prepare budgets, monitor program income and expenses, and evaluate and analyze effectiveness and resource management.

Thorough knowledge of the principles and practices of supervision and administration, and the ability to coach and mentor program staff. Responsibilities:
Determines, authorizes, and monitors statewide policies, strategic goals and objectives for the HWMB’s household hazardous waste and pollution prevention programs to assist New Hampshire businesses, institutions, municipalities and agencies eliminate or reduce waste at the source and oversees a comprehensive professional and technical training program for both the certification of hazardous waste coordinators and for the self-certification of small quantity generators of hazardous waste.
Oversees and evaluates the planning, developing, and coordination of the department’s pollution prevention and household hazardous waste programs. Provides education, conducts significant public outreach and communication efforts, and technical and financial assistance to the business community and political subdivisions related to pollution prevention strategies; and for the proper management of household-created hazardous waste.
Administers the use of funds appropriated to NHDES for the purpose of assisting communities and their municipal solid waste facilities in managing homeowner generated hazardous wastes. Identifies and makes recommendations to other program and fund administrators regarding the most synergistic allocation available funds in solving multi-program issues.
Assists the Bureau Administrator with preparation and tracking of state biennial budgets, oversees the processing of household hazardous waste grant applications and requests for reimbursement, and creates and tracks Governor & Executive Council and Fiscal Committee requests, as directed.
Represents the Bureau in collaborations with local, regional and state entities to include high-level federal, state and local officials, environmental organizations, and regulated facilities and conducts significant public outreach and communication efforts to better administer the hazardous waste certification programs and optimize training opportunities to enhance the knowledge of hazardous waste generators and achieve mandated certification status.
Supervises program managers responsible for implementation of environmental programs and services and evaluates and recommends personnel actions for section staff, including hiring, merit increases, disciplinary action, annual work performance and professional development needs.
Maintains and applies a high level of proficiency in state and federal hazardous waste laws and rules, including hazardous waste regulatory interpretations, compliance strategies, sampling protocols, safety procedures, and communication skills needed to understand and resolve difficult environmental compliance situations.
Oversees and evaluates the financial management of the section, including the collection of certification fees and course fees. Ensures the tracking of collected fees and the following of appropriate security and deposit protocols. Evaluates the income and expenditures of the programs to ensure conservative fiscal management and program sustainability. Recommends adjustments to course fees on an annual basis as allowed by statute.
Drafts and monitors legislation related to hazardous waste laws and coordinates the development of administrative rules and prepares letters of testimony and provides testimony on proposed legislation that would impact programs under the HWMB Testifies as an expert witness at legislative hearings on bills involving toxics and waste reduction, as well as regulatory and certification issues.
Oversees, maintains and evaluates the data management and recordkeeping responsibilities of the section and makes recommendations for short-term and long-term improvement and administers special project initiatives in the Hazardous Waste Management Bureau designed to promote waste reduction efforts and compliance with the state’s laws and rules to protect the environment and public health.
Continually seeks to improve practices to add quality and value in support of the Department's mission while identifying and eliminating unnecessary or redundant actions.
