The Work You Will Do:
Right of Way II / District Right of Way

This position will contribute to the agency by ensuring all people, residential and business are relocated from the acquired property in a timely and respectful manner.

Your Specific Responsibilities:
Assists displacees in preparation and filing of claim applications for relocation assistance. Interview potential displacees, both owners and tenants, explains relocation assistance programs, and determines the eligibility and the extent to which they are to receive moving costs, and/or replacement housing benefits. Ensures conformance with applicable laws, rules, regulations, policies, and procedures.

Provides relocation assistance for complex parcel assignments. Conducts inspections and inventory of improvements, fixtures, and contents of property acquired for right of way as it relates to the relocation program. Ensures data is entered into the Right of Way Management System (RWMS).

Represents Right of Way at public meetings/hearings and workshops, and similar forums.

The Successful Candidate will have the following required Knowledge, Skills, and Abilities:

Knowledge of:
  • And understanding of 49 Code of Federal Regulations (CFR) PART 24 (Uniform Act), relating to real property acquisition and relocation assistance.
  • Real Estate principles and practices.
  • Quality Assurance planning for the acquisition and relocation assistance program.

Skills in:
  • Effectively communicating orally and in writing.

Ability to:
  • Effectively plan, organize, and work independently.
  • Operate a personal computer using word processing.
  • Establish and maintain good working relationships with others.
  • Identify training needs, and to develop and present effective acquisition and relocation training.
  • Implement a quality assurance plan for the acquisition and relocation assistance program.
  • Be self-directed and skilled in problem solving.
  • Understand and interpret real estate appraisals and right of way maps.

Minimum Qualifications:
  • Prior experience as a Right of Way Agent II, or seven (7) years of real estate experience defined as professional or technical experience in right-of-way administration, land management, abstract and title work, property management, or the sale, acquisition or appraisal of real estate; or graduation from an FDOT Real Estate Level II Training Program. Post-secondary education can also substitute for the required experience on a year-for-year basis.
