General Services Manager

This is an administrative position responsible for supervision of Purchasing, Contract Administration, courier and maintenance supervisor positions This implies the following oversight: directing the purchasing, leasing, inventory/property management, mail and courier service, forms management and building and grounds maintenance. It reports directly to the CHD Financial Administrator. Provides technical assistance to operations and program staff, as well as directing and coordinating the staff of purchasing, including the general services function. Exercises independent judgment in formulating or assisting with policies and procedures, which have a significant impact on administration and allocation of budgets. This individual will be responsible for all supervisory duties including, but not limited to, hiring and selection, developing performance plans, conducting performance appraisals, planning and directing their work, approving leave, and taking disciplinary action as appropriate.

Responsibilities include:

Oversees Purchasing section: Provides purchasing expertise and technical assistance in the preparation of ITNs/ITBs/RFPs by assisting Division Directors with the written specifications for all complex purchases, including vehicles, medical and laboratory services and computer maintenance. Ensures compliance (when applicable) of the mandatory requirements in section 215.422, F.S. and Chapter 3A-24 of the Florida Administrative Code. Oversees all physical inventories of State & County Assets, and transfer of surplus Assets, as required. Grants and Contracts: Supervisors supervisor of grants and contract administration. Ensure compliance with direct federal and local grants and contracts responsible for the completion of the annual Schedule of Expenditures of Federal Awards (SEFA) , Ensures contractual obligations are met relating to the preparation and submission of year-end Financial Statements for Pinellas County Licensing Board, and submitting to CHD Financial Administrator for review, and approval.

Provides guidance in the supervision of all maintenance and custodial functions, mail and courier service, inventory management and forms management. Monitors the physical conditions of PCHD for compliance with all statutory, regulatory and procedural requirements directly related to general services functions with the agency. Coordinates monthly building inspections for all 6 locations and prepares report for Financial Administrator within the specified time. Directly supervises courier staff ensuring that delivery and security standards are met, ensures regular monitoring of turnaround times and evaluation of daily routine routes.

Develops and coordinates internal operating procedures for subordinates. Conducts staff briefing and provides purchasing training for PCHD personnel.

Advises the Financial Administrator, purchasing agents, maintenance supervisor on purchasing and general services problems, issues and policies. Serves as the liaison between the PCHD, the DOH General Services office, and the Pinellas County Facilities division. Ensures that maintenance staff handle all maintenance/repair and minor building renovation requests instead of contractors whenever possible.

Responsible for contributing to, writing, and reviewing policy and procedures and rules developed by PCHD and making recommendations to the Financial Administrator and performing related work as required. Reviews, evaluates, and takes appropriate action based on information and documentation provided in internal and external reports, audits, memoranda, statistical data and other forms of communication as the information and documentation relates to the day-to-day operations and activities of the General Services Department. Coordinates and completes special building & maintenance projects as per instructions in a timely and complete manner. Keeps all relevant parties informed of status and timeline of the project.

Serves as chairperson of the Pinellas CHD Safety Committee. Responds to St. Petersburg center potential safety hazard notices. Prepares agenda, minutes and follows up on any actions assigned to the group, shares minutes and updates with the CHD Financial Administrator
Serves as Safety Officer for the agency Incident Reporting system, with responsibility for ongoing review and monitoring of reports and ensuring completeness and timeliness of response. Identifies & investigates safety problems and monitors corrective

actions. Carries out Fire drills at a minimum bi-annually as per policy and provides Financial Administrator complete report detailing time taken to clear the buildings and any corrective action plans needed within a specified time.

Serves as ADA Compliance Officer for Pinellas CHD and ensures compliance with policies and procedures; monitors and coordinates any relevant changes.

Determines space utilization requirements and reviews plans for adequacy of design and square footage. Ensures compliance with space measurements criteria. Ensures space meets established leasing standards, including life safety and disabled accessibility. Resolves landlord/tenant problems.

Performs other related duties and special projects in a timely, accurate and complete manner as specified.

Knowledge, Skills and Abilities:
  • Knowledge of computer applications.

QUALIFICATIONS:

Minimum:
  • Valid Florida Drivers’ License or the ability to obtain one within 30 days of employment
  • 3 or more years of experience as a supervisor.
  • 3 or more years of experience of General Building maintenance at multiple sites.
  • High School Diploma is required

Desirable Qualifications:
  • At least Five years of experience as a supervisor.
  • At least Five years of experience of General Building maintenance at multiple sites.
  • Experience with managing a capital building improvement project.
