The Work You Will Do:
The Deputy General Counsel (DGC) serves in a managerial capacity over all procurement and contract-related matters, as well as all general legal advice (and rulemaking) for six of the Department’s program areas. The DGC supervises a team of 9 (including 2 managing attorneys, 2 special procurement counsel, 3 senior attorneys, and 2 junior attorneys), who collectively provide legal review of all procurements and contracts for the Department. This team also handles rulemaking for the majority of the Department’s program areas, including enterprise rules on procurement/contracting and cybersecurity.

The DGC also provides pre-litigation consultation on a broad variety of issues, including competitive procurements.


How You Will Grow:
DMS provides a multitude of services to state agencies and employees, ranging from retirement and health insurance benefits to management of real property and cybersecurity and telecommunications assistance. This variety in subject area allows the DGC to develop competencies in new and emerging areas of the law and to hone critical thinking skills.

The Office of General Counsel also supports attorney development by providing Continuing Legal Education opportunities and promoting collaboration and cross-training. This has included in-house mock trial opportunities where leadership roles within the office, including the DGC, have been instrumental in training and mentoring attorneys, while also learning best practices from one another.

Ultimately, this position will allow the right candidate the opportunity to expand his/her areas of expertise and work alongside a team of talented and professional attorneys in a collegial atmosphere.

Required Knowledge, Skills, and Abilities:
  • Ability to work independently and coordinate the work activities of reporting attorneys.
  • Excellent written and verbal communication skills.
  • Ability to collect, evaluate, and analyze data.
  • Ability to plan, organize, coordinate, and timely complete assignments.
  • Ability to use logic and analysis to identify the strengths and weaknesses of different approaches.
  • Ability to establish and maintain effective working relationships with others.
  • Knowledge of laws, rules, legal codes, court procedures, precedents, government regulations, executive orders, and agency policies and procedures or ability to thoroughly research such.
  • Basic proficiency in office information technology.

Qualifications:
  • Juris doctor from a law school accredited at the time of graduation.
  • Member of The Florida Bar.
  • At least four years of experience as a licensed attorney.
  • At least three years of experience with chapter 287, Florida Statutes, competitive procurements.
  • Ability to sit or stand for extended periods of time.

In addition, the following qualifications are preferred:

  • Management experience, especially supervising other attorneys, is highly desired.
  • Experience with rulemaking is highly desired.
  • Experience with Florida’s Sunshine Law is highly desired.
  • Experience with bill analyses is highly desired.
  • Experience with information technology and cybersecurity is highly desired.
