Minimum Biweekly Rate of Pay: $1,462.60 Bi-Weekly. (In accordance with current spending restrictions, an internal promotion into the position will be filled at the minimum of the pay grade or up to 5% of the employee’s current rate, whichever is higher).

POSITION DESCRIPTION:

This position is located at St. Lucie Regional Juvenile Detention Center. The incumbent will serve as the Human Resource liaison between Detention Facility and South Regional Human Resource on all matters within the Human Resource program and maintain Human Resource information confidential.

Review and process Human Resource matters to ensure that statutory as well as departmental rules, policies and procedures, as well as statues and laws.

Human Resource matters include but are not limited to: vacancies, recruitment, selection, grievances, discipline, workers’ compensation, equal Employment Opportunity (EEO), affirmative action guidelines and laws, such as the Americans with Disabilities Act (ADA), Family Medical Leave Act (FMLA), Family Supportive Work Program (FSWP), and Fair Labor Standards.

Responsible for preparing and processing all recruitment and selection documentation to ensure compliance with data entry in but not limited to: People First – Talent Management Requisitions, Veteran’s Preference, Human Resource Employment System (HRES), Onboarding, Drug Screening, Background Screening, Ergometrics Screening, and New Hire Orientation.

Serves as the facility administrative support to the Facility Operations, Assistant Detention Center Superintendent(s) and Detention Superintendent by assisting Facility personnel with but not limited to requests, documentation, routing, and/or processing documentation for: Attendance and Leave, Workers’ Compensation, FMLA and FSWP, Fitness for Duty, Disciplinary Action, Drivers’ License, Alternate Duty, and Quality Improvement.

Responsible for verifying completeness and accuracy of Detention Facility Human Resources matters including but not limited to: vacancies, recruitment, selection, grievances, discipline, workers’ compensation, equal Employment Opportunity (EEO), affirmative action guidelines and laws, such as the Americans with Disabilities Act (ADA, Family medical leave, and Fair Labor Standards.

Provides technical assistance and consultation to the Detention facility personnel, Administration, and Regional Office regarding all Human Resource matters.

Prepares correspondence, coordinates conference calls, meetings, and trainings relating to but not limited to the Human Resource program within the facility.

Serves as the back up to the facility Fiscal Liaison on all Finance and Accounting matters which include but are not limited to: travel vouchers, processing invoices, and placing orders for goods and services.

Performs other related duties as requested.

KNOWLEDGE, SKILLS AND ABILITIES, INCLUDING UTILIZATION OF EQUIPMENT, REQUIRED FOR THE POSITION:

Knowledge of the principles and practices of personnel.

Knowledge of Human Resource hiring packets.

Knowledge of processing traveling vouchers.

Ability to apply rules, regulations, policies and procedures relating to the purchasing process.

Ability to maintain purchasing records.

Ability to communicate effectively.

Ability to establish and maintain effective working relationships with others.

Ability to process travel vouchers.

Ability to be detailed oriented.

PREFERRED QUALIFICATIONS:

An Associate’s degree from an accredited college or university and one year of administrative experience.

A Bachelor’s degree from an accredited college or university can substitute for the required experience.

Administrative or clerical experience can substitute on a year-for-year basis for the required college education.

Preference will be given to candidates who:

Have good verbal communication and writing skills.

Are proficient In Microsoft Office.

SPECIAL NOTES

All prospective candidates will be subject to a sex offender check, criminal background checks, (state, local and national) and pre-employment drug screening for direct care positions.

DJJ participates in E-Verify (Employment Eligibility).

When identified on a position description, a valid driver’s license is required. If initially hired with an out-of-state license, the Florida resident must obtain a valid Florida state driver’s license within 30 days of hire. Licenses suspended or revoked for any reason, work permits (Business purpose/Employment/education only licenses) and some types of restricted licenses are not acceptable. Licenses that have Corrective Lenses Restriction are acceptable, provided the driver wears corrective lenses while operating the vehicle.

Positions that include the transportation of youth while performing any work or work-related functions on behalf of DJJ, require: (1) a valid driver’s license; and (2) a three-year acceptable driving record as defined in FDJJ Policy 1920.

985.66 Florida Statute Requirement

Be at least 19 years of age.

Be a high school graduate or its equivalent as determined by the department.

Not have been convicted of any felony or a misdemeanor involving perjury or false statement, or have received a dishonorable discharge from any of the Armed Forces of the United States. Any person, who after September 30, 1999, pleads guilty or no lo contendere to or is found guilty of any felony or a misdemeanor involving perjury or false statement is not eligible for employment, notwithstanding suspension of sentence or withholding of adjudication. Notwithstanding this subparagraph, any person who plead no lo contendere to a misdemeanor involving a false statement before October 1, 1999, and who has had such record of that plea sealed or expunged is not ineligible for employment for that reason.
