Lead Building Maintainer

Position Summary: The incumbent of this position is responsible for a wide variety of maintenance and repair activities associated with maintaining a multi-family property and associated buildings. Additionally, the incumbent provides support and oversight of the Intermediate Building Maintainer, Building Maintainer, and Caretakers.

ESSENTIAL FUNCTIONS:

• Ensures at least “standard” performance under HUD’s Public Housing Assessment System (PHAS) indicators:
  • Physical condition of the unit, buildings and systems
  • Completion of work orders in a timely basis
  Resident satisfaction with maintenance and physical plant
  
• Carries out the work of the property in a manner that complies with all applicable Federal, State and local laws, regulations, and PHA policies and procedures related to:
  • Civil and Disability rights
  • Fair labor standards practices
  • Procurement of goods and services
  • Inspections
  • OSHA standards
  Data privacy laws
  
• Completes work orders
  • Reviews assigned work orders to determine the material required to complete the work.
  • Prepares appropriate paperwork to order material, including obtaining three quotes for those items that are not available through blanket purchase orders.
  • Completes work orders within prescribed timeframes and to prescribed standards. Specific work may include, but not limited to:
    • Erecting simple forms, mixing cement and aggregates, pour same and does the finishing work involved in concrete structures;
    • Patches and repairs brick and concrete structures;
    • Replaces washers and gaskets, and makes general service repairs;
    • Performs general sheet metal work involved in repairing roofs, drainboards, and rainspouts;
    • Replaces light bulbs, fuses, wall plates, fixture cords and switches;
    • Replaces broken glass and windows;
    • Prepares vacant units for reoccupancy;
    • Cleans and repairs stoves and refrigerators;
    • Mows grass, edges and blow sidewalks and driveways, trims bushes and trees, remove snow, rakes leaves,plant flowers, bushes and trees, picks up trash and provides other services relating to grounds maintenance;
    • Cleans tools and equipment;
    Uses computer to update status of work orders
    
• Maintains the financial health of the property, including responsibilities for:
  • Assisting in preparing the annual operating budget and revisions as needed, especially in the area of maintenance and repairs;
  • Maximizing the property’s income and minimizing expenditures consistent with preservation of the physical plant;
  • Minimizing vacant units’ days and vacancy loss;
  Requesting approval to purchase goods and services only when needed, when policies have been followed, and when funding permits.
  
Directs the technical performance of other staff assigned to a work order: Organizing and monitoring the quality and quantity of work of the other maintenance staff assigned to a work order where the incumbent has been assigned lead responsibility.

• Takes part in the capital planning and redevelopment process, including:
  • Providing recommendations about capital work needed and priorities for such work;
  • Assisting in the development of the annual capital plan by providing technical advice;
  Assisting in inspecting capital work at the property and providing technical advice to the supervisor prior to final payment of contractors.
  
• Maintains the property, including:
  • Assisting in the development of annual, monthly and weekly maintenance calendars upon which routine and preventive maintenance activities are scheduled and work orders issued;
  • Upon request of the supervisor, walking the property daily (rain or shine) to check for skips, curb appeal, hazardous conditions and other needs; inspecting common areas, hallways, community rooms, and interior hallways daily and ensures that work orders are issues to address deficiencies;
  • Inspecting vacant units, assigning make-ready work, tracking make-ready time;
  • Conducts semi-annual battery-replacement program;
  • Serves as on-call maintenance staff in rotation to ensure that emergency maintenance services are available 24 hours a day;
  • Coordinating with the SHA & HUD inspectors to ensure that all units are available for inspection and that all deficiencies noted are corrected within the HUD-specified timeframes;
  Recommending when and what residents should be charged for damages and neglect beyond normal wear and tear.
  
• Coordinates with the supervisor to ensure prompt leasing of ready units, including:
  • Notifying the supervisor as soon as possible of resident’s intent to vacate or skip-outs;
  Ensuring that the exterior of the property, the route to the unit, common areas, hallways and the unit itself is clean and attractive prior to showing to a prospective resident.
  
• Maintains adequate systems for resident’s safety and security, including:
  • Dealing promptly with any hazardous situations to prevent accidents;
  Notifying the supervisor of any potential criminal activity and/or drug-related criminal activity observed.
  
Recommends improved operating policies and procedures.

Ensures that maintenance workers have the supplies that they need to complete the jobs, and orders supplies.

Ensures compliance with all applicable policies and procedures of the Springfield Housing Authority.

Maintains regular and reliable attendance.

• Contributes to team efforts by performing other duties and responsibilities as required or assigned.

EDUCATION AND EXPERIENCE:

• High School graduate; supplemented with approved certification within the skilled craft trades; five (5) years of experience as Building Maintainer in one or more of the accepted crafts such as carpentry, plumbing, pipe fitter, mechanic, electrician, painter, or other recognized craft with a large company or city department; experience in a recognized apprenticeship in the trade or trades in which applicants are to be assigned will be considered.

KNOWLEDGE, SKILLS, AND ABILITIES:

Knowledge of housing authority building, health, safety, sanitation, and energy conservation codes and ordinances; Uniform Physical Condition Standards (UPCS) or other standards, processes, procedures, policies, and regulations.

Knowledge of standard construction practices and procedures along with a working knowledge of both residential and commercial mechanical systems.

Knowledge of and skill in the use, care and repair of tools, equipment, and supplies used to clean and repair buildings and maintain grounds.

Knowledge of occupational hazards and ability to consistently apply applicable precautionary and safety measures for oneself and/or others.

Skill and ability in the areas of internal and external semi-skilled building maintenance and repairs.

Skill in performing accurate measurements, calculations, and drawings.

Skill in organizing, planning, monitoring, and following-up as necessary.

Skill in the use operating a forklift, bucket truck, and dump truck.

Skill in the use of office equipment, computers, and software.

Ability to prepare simple records and reports.

• Ability to accurately read and interpret blueprints, construction specifications, and interrelated maps.
  
Ability to work independently in an organized, thorough, detailed, accurate, and efficient manner.

Ability to communicate (oral and written) and interact with diverse individuals (public, outside agencies/vendors, and co-workers) in a courteous, confidential, effective, positive, professional, and ethical manner.

Ability to maintain a valid Illinois driver’s license and be an insurable SHA driver.

Ability to ensure all units are in compliance with housing authority housekeeping and UPCS standards.

• Ability to supervise, guide, and train others in the performance of their work.
