SETHRA (Southeast Tennessee Human Resource Agency) is seeking a dedicated and organized McMinn County Manager to oversee and coordinate essential services within the county. This leadership role is responsible for managing daily operations, including office, transportation services, and community services, supervising staff, and ensuring the effective delivery of SETHRA programs in McMinn County.

The position of McMinn County Manager is a highly responsible role performed under the direction of the Rural Transit Director involving the transit and community service operations of our McMinn County office. We are looking for a proactive, people-focused leader with a heart for service and a knack for problem-solving. 1. Staff Supervision: Lead and support county staff, including hiring, training, performance evaluation, and fostering a collaborative work environment.

2. Dispatch transit operators, pick up, and deliver clientele to their requested destination (appointment).

3. Connect and collaborate with community partner organizations and coordinate referral process.

4. Coordinate public awareness activities for SETHRA services and how to access them.

5. Provide outreach materials and community education on SETHRA services.

6. Reviews program documentation and applications for agency services for completeness and accuracy.

7. Input data information and supplementary data to support program services. Transmits data to the central office as required by program regulations and agency policies.

8. Performs essential office administrative functions, including procurement of supplies, preparation of reports, and constant contact with the public in person and via the telephone.

9. Drives vehicles such as transit vans or cutaway buses with wheelchair lifts when needed.

10. Validate trips and mileage.

11. Manages work hours, overtime, PTO, sick days, and scheduling full and part-time drivers, assistant(s), and community services staff.

12. Count daily revenue and deposit fare revenue every 3 days.

13. Attempts to resolve conflicts between the client and service providers to ensure proper delivery and level of client care.

14. Supervises and directs staff activities efficiently and productively.

· Knowledge of basic accounting procedures and bookkeeping practices.

· Ability to supervise and direct the activities of staff efficiently and productively.

· Ability to interact effectively with the public, clientele, service providers, and staff.

· Decision-making capability; able to handle basic conflict resolution in a healthy way and problem-solving skills; understanding when to refer issues to management.

· Ability to perform routine mathematical calculations, including addition, subtraction, multiplication, and division.

· Skill in the operation of all SETHRA transportation vehicles under varied weather conditions.

· Prepare PIP and disciplinary documents when needed.

· Submit documentation according to the SETHRA handbook.

· Ability to document and address any complaints from the community.

· Substantial knowledge of current state and local laws and regulations about the operation of motor vehicles.

· Knowledge of local and regional geographic areas, including major highways, state routes, and interstate systems.

· Knowledge of and ability to administer SETHRA’s various community services programs.

· Responsible for notifying the Transit Training Director of any violations received affecting motor vehicle records, the same day as received.

Additional Work Requirements

- Required Class D Driver’s License with an F endorsement.

- Ability to become certified in First Aid and CPR procedures.

- Must maintain a clean Motor Vehicle Record.

- Employees in this job position are subject to random, post-accident, reasonable suspicion, drug and/or alcohol screenings.

- Must obtain and maintain a DOT (Department of Transportation) medical card throughout employment with SETHRA.

- Must wear glasses or contact lenses if required on the license.

- Must wear hearing aids if applicable.

- Must attend and complete regular scheduled training sessions.

Supervisory Responsibility This position has supervisory responsibilities.

Work Environment This job operates in a professional office environment and transportation vehicle work

environment (as needed). This role routinely uses standard office equipment such as computers, telephones, scanners, copiers, filing cabinets, and fax machines.

Physical Demands The position operates in an office and a mobile environment.

Must be able to use mobility devices for training in office and outside conditions.

Ability to perform the physical demands of the position.

Able to lift 50 pounds.

Speak, stand, and sit for extended periods of time.

Position Type and Expected Hours of Work This is a full-time position. Days and hours of office hours are Monday through Friday, 8:00 a.m. to 4:30 p.m. Staff time may be flexed to better cover transportation hours of service.

Travel Some travel is expected for this position.

Minimum Requirements

· Bachelor’s degree in business administration, Social Work, Human Services, Public Health, or a related field.

· Minimum of three years of experience working with vulnerable populations.

· Minimum of 5 years of supervisory experience.

· Experience working in transportation and an office environment.

· Experience working with the public.

· Knowledge of local and regional social service programs and agencies.

· Strong interpersonal, communication, and organizational skills.

· Strong problem-solving skills and capacity to manage crisis situations effectively.

· Exceptional proficiency with data systems and Microsoft 365.
