Role Overview
We are seeking a Project Manager to lead the design, build, and operations of a secure, large-scale election and voting platform for a major public-sector client. You will own delivery across multiple workstreams (application development, integrations, infrastructure, and ongoing support), coordinating a cross-functional TSV team and client stakeholders to ensure the platform is stable, secure, and ready for high-stakes election cycles.
Key Responsibilities
- Serve as the primary day-to-day contact for TSV and client stakeholders, managing scope, schedule, budget, and risk.
- Develop and maintain a comprehensive project plan and roadmap covering build, testing, deployment, and ongoing operations.
- Lead a multi-disciplinary team including business analysts, developers, data/DB engineers, UX/UI, and support staff.
- Run regular status meetings; produce concise status reports, risk/issue logs, and decision/RAID logs.
- Coordinate closely with client IT, security, and business teams to refine requirements and manage dependencies.
- Oversee vendor and third-party coordination (e.g., identity providers, hosting, integrated services).
- Ensure adherence to security, privacy, accessibility, and performance requirements.
- Support change management, release planning, and incident response processes for production operations.
Required Qualifications
- Experience:
- 6 years of experience managing complex software or platform projects, ideally in government or other highly regulated environments.
- Proven track record delivering web-based, database-backed applications end-to-end.
- Project Management & Tools:
- Strong grounding in formal project management practices (PMBOK or equivalent).
- Hands-on experience with project and DevOps tools such as Jira and Azure DevOps (or similar).
- Demonstrated ability to manage risk, issues, dependencies, and scope changes in a structured way.
- Technical Familiarity:
- Experience managing projects built on a Microsoft/Azure stack, including some of the following:
- .NET / .NET Core web applications
- SQL Server or similar relational databases
- Azure services such as App Services, Functions, Azure SQL, Key Vault, and monitoring/alerting tools
- Familiarity with identity and access management (e.g., Azure AD, MFA, SSO) and secure software delivery practices.
- Communication & Leadership:
- Excellent written and verbal communication skills; able to work effectively with both technical and non-technical stakeholders.
- Experience leading cross-functional teams and influencing without direct authority.
Preferred Qualifications

- High-level certifications in the Microsoft/Azure ecosystem (e.g., Azure Solutions Architect, Azure DevOps Engineer, PMP, CSM).
- Public-Sector Domain Experience
- Experience working with state or local government agencies, particularly in education or elections.
