Role Overview
We are seeking a Business Analyst to support the design, build, and operations of a secure, large-scale election and voting platform for a major public-sector client. You will work closely with the Project Manager, technical leads, and client stakeholders to translate complex policies and election rules into clear, implementable requirements, user stories, and workflows.
This role sits at the center of the project, ensuring what we build matches what users need—across candidate registration, voter eligibility, voting flows, reporting, security, and accessibility.
Key Responsibilities
- Engage with business and technical stakeholders to elicit, clarify, and prioritize requirements across the full election lifecycle (applications, eligibility, voting, tabulation, results).
- Translate policies, regulations, and business rules into structured functional and non-functional requirements, user stories, and acceptance criteria.
- Model current-state and future-state processes (e.g., process flows, swimlanes, user journeys) for key election workflows.
- Maintain a clear, well-organized product backlog in tools such as Azure DevOps or Jira; ensure requirements are groomed and ready for development.
- Work closely with UX/UI to refine user flows, edge cases, and accessibility requirements for voters, administrators, and support staff.
- Collaborate with architects, developers, and data engineers to define data requirements, integrations, and interface contracts (APIs, file exchanges, identity/SSO).
- Support test planning and UAT by defining test scenarios, validating features against requirements, and triaging defects.
- Maintain requirements traceability from business goals to delivered features and reports.
- Contribute to user guides, training materials, and operational documentation as needed.
Required Qualifications
- Experience:
- 4–6 years of experience as a Business Analyst on software development projects, preferably involving large, web-based or transactional platforms.
- Demonstrated experience working in government, public sector, education, or other highly regulated environments is a plus.
- Analysis & Requirements Skills:
- Strong experience gathering requirements from diverse stakeholders and turning them into clear specifications, user stories, and acceptance criteria.
- Proficiency in creating process maps, use cases, and user journeys for complex workflows.
- Ability to capture and document non-functional requirements such as security, performance, auditability, and accessibility.
- Tools & Methods:
- Hands-on experience with Agile/Scrum or hybrid delivery models.
- Experience using Azure DevOps, Jira, or similar tools for backlog management, requirements tracking, and collaboration.
- Technical Familiarity:
- Comfort working with teams building on a Microsoft/Azure stack (e.g., .NET applications, SQL Server, Azure services).
- Ability to understand and discuss data models, APIs, and integration patterns at a functional level.
- Familiarity with identity and access management concepts (SSO, MFA, roles/permissions) and how they impact requirements.
- Soft Skills:
- Excellent communication skills—able to “translate” between business, policy, and technical audiences.
- Strong attention to detail and organization; comfortable managing many moving parts and dependencies.
Preferred Qualifications

- Advanced Certifications & Public-Sector Expertise
- Professional certifications such as CBAP, PMI-PBA, Agile BA, or relevant Microsoft/Azure certifications (e.g., Azure Fundamentals, Azure Data Fundamentals).
- Experience working with state or local government agencies, particularly in elections, education, or civic engagement.
- High-Impact Platform Experience
- Experience on high-stakes, time-bound platforms (e.g., registration or voting windows) where reliability, security, and auditability are critical.
