Plans, directs and oversees the planning, design, construction and delivery of the District’s capital programs. Monitors the status of projects in progress to ensure the cost effectiveness and efficiency of operations. Oversees the preparation of resolutions for the School Reform Commission (SRC) approval and oversees professional service contracts. Reviews contract documents, final cost estimates and change orders. Coordinates assigned construction project and related activities. Provides information to others and implements and maintains services within the established guidelines and standards. Develops the annual capital budget and five year capital improvement program. Monitors budget spending against project scope, estimate and change

orders. Manages cash accounting against project appropriation. Leads with a high ethical standard and ensures proper controls are in place to prevent fraud and ensure integrity throughout the organization.

Essential Functions

  • Works collaboratively with Facilities, Transportation, Procurement, Environmental and other District central offices to provide the appropriate infrastructure for the successful delivery of the District’s educational programs; plays a key role in the implementation of the District’s Facilities Master Plan, its multi-year program to close, renovate, consolidate and revamp the entire School Facilities platform.
  • Directs, coordinates and monitors the day-to-day operations; assigns and reviews the work of technical personnel including contractors and unionized personnel engaged in performing a variety of tasks pertinent to the execution of construction and renovation projects.
  • Assesses the feasibility of construction and capital improvement projects and prepares clear, comprehensive reports on all aspects of the project; develops cost estimates for design and construction projects and a tentative schedule for completion; coordinates the preparation and processing of contract documents for the design, construction and renovation of School District facilities.
  • Executes a programmed review of professional service contracts and construction-related documents; assists in developing specifications for construction, repair and modification projects as assigned (e.g. educational specifications, permits, project schedules, cost analysis, purchasing/bid time and construction, etc.) for the purpose of providing them to architects, contractors, specialists, construction management firms, etc. for selection and awarding of contracts; creates District-wide multiyear capital construction/improvement plans for the purpose of understanding and preparing for District enrollment and academic change.
  • Administers and manages the preparation of resolutions for the School Reform Commission (SRC) approval and ensures that time schedules are maintained for construction, alteration and improvement projects; oversees the resolution of complex problems which arise during change order and contract negotiations; ensures policies and procedures pertaining to construction projects are implemented.
  • Develops the five year capital improvement program and annual capital budget to include development of the capital program; prioritization of projects; outreach to District directors, leaders and administrators for justification and project requests.
  • Prepares information for cyclical capital bond issuance.
  • Responsible for all real estate activities that fall under the purview of the Director of Real Estate including but not limited to disposition, leasing, facility usage by third parties and other property transactions and activities; support and assists in the development of new schools and expansions.
  • Responsible for space and planning and associated activities such as supporting enrollment projections, providing data on facility utilization, developing boundary and catchment areas and supporting space estimates and capacity in school buildings.
  • Oversees the preparation of the Capital budget and five year capital improvement plan for final approval by the Chief and SRC; develops and implements policies and procedures to revise and improve procedures regarding contracting; evaluates departmental activities and determines the adequacy of operational procedures; establishes cost control procedures and monitors the status of all projects advancing toward completion.
  • Maintains liaison with school administrators, government officials, the Office of the General Counsel and consultants; reports on the status of various contracts and projects to School District officials; attends bid openings and represents the Chief at meetings and conferences as needed.
  • Monitors project activities (e.g. costs, time and materials, schedules, budgets, changes orders, etc.) for the purpose of ensuring District objectives are achieved within budget and timeframes and in compliance with established requirements.
  • Serves as a District and/or department representative in a variety of meetings (e.g. planning, community, vendor, etc.) for the purpose of conveying and receiving information related to assigned projects and activities.
  • Oversees the development of intermediate and long range plans.

Minimum Requirements

  • Bachelor’s degree at an accredited college or university with major course work in architecture, engineering or a related field.
  • Seven years of full-time, paid, professional experience in architecture, engineering, construction management or capital projects administration which has involved the management of construction budgets and contractual documents, three of which have been in an administrative or supervisory capacity or sufficient commensurate experience.

  • establish and maintain effective working relationships.
