Qualifications

MINIMUM QUALIFICATIONS

  • Bachelor’s degree from an accredited institution in Educational Leadership, Finance, Public Administration, or a related field.
  • Six years of professional experience in grant writing, administration, or financial compliance.
  • Any appropriate combination of relevant education, experience, and/or certifications may be considered

PREFERRED QUALIFICATIONS

  • Master’s degree from an accredited institution in Educational Leadership, Finance, Public Administration, or a related field.
  • Experience with federal grant programs such as ESSA, IDEA, Title I, CARES/ARP.
  • Experience effectively leading the work of others by providing guidance and motivation while establishing goals and expectations of accountability.

KNOWLEDGE, SKILLS, AND ABILITIES

  • Knowledge of federal and state education regulations, including EDGAR, 2 CFR Part 200 (Uniform Grant Guidance), and related policies.
  • Knowledge of grant funding processes, including application, implementation, and compliance cycles.
  • Strong interpersonal and verbal communication skills.
  • Knowledge of principles and techniques of project management, planning, , and budgeting
  • Strong writing and research skills for proposal development.
  • Proficient skills with financial systems and data management tools
  • Ability to analyze data and use data-driven decision making to implement effective programs.
  • Ability to maintain a professional demeanor during stressful and highly visible situations.
  • Ability to motivate, lead, and challenge a diverse team and establish objectives and action plans to achieve District goals.

Responsibilities

ESSENTIAL JOB FUNCTIONS

  • Oversee the planning, development, implementation, and coordination of Title I, Migrant, and other grant proposals in support of District goals and priorities.
  • Supervise the development, analysis, approval, and assessment of grant-funded special projects and pilot programs.
  • Collect, analyze, and disseminate information relating to grant funding opportunities, partnership opportunities, research opportunities, and relevant information related to District goals and priorities.
  • Consult with District employees, external agency and organization officials, funding representatives, and community members to assess needs and recommend appropriate grant opportunities.
  • Advise grant administrators in ensuring compliance with applicable laws, rules, policies, standards, protocols, regulations, and agreements pertaining to grant administration.
  • Advise the Director of Budget and Grants, Chief Academic Officer, Executive Director, Leadership Development and other executive leadership regarding strategic planning for grant funding, grant liability, and grant compliance.
  • Monitor and assess federal and state governmental action and public policy recommendations that may affect future federal and state grant funding and advise appropriate District employees of most likely trends and changes in federal and state grant funding.
  • Research professional literature, compile research summaries, and communicate research findings in support of new, experimental, research, and pilot projects.
