JOB SUMMARY: The Program Director for West Hawaii is a member of the FIS administration, which guides the planning and implementation of all FIS West Hawaii services and maintains the standards of conformance to the Salvation Army’s mission statement and goals, DHS licensing, and contract requirements. The Program Director is responsible for overseeing the planning and implementation of services and ensures the quality improvement of the program, as well as activities related to staff development. This position provides supervision to all FIS West Hawaii staff members including Supervisors, Specialist, Assistants, Volunteers, and consultants. Participation in report writing, grant writing and proposals for state contracts is required, as well as proficiency in use of computers and reporting databases. Essential Qualifications: BA degree in degree in social work, psychology, or a related field from an accredited institution, and shall have: (1) a minimum of two years of experience in the field of child abuse and neglect, and (2) a minimum of two years of progressive experience in providing supervision to a team of professionals providing behavioral services and/or assessments for clients experiencing co-occurring disorders. Valid Hawaii driver’s license. Valid TB and medical clearance. Valid First Aid and CPR certification. Passes all Salvation Army criminal background clearance requirements including being DHS FBI/Criminal History & CAN cleared Meets Salvation Army standards as an authorized driver Preferred Qualifications: Master’s Degree in related field from an accredited institution. State Licensure preferred Certified, trained, and experienced in providing crisis intervention and prevention strongly desired. Essential Functions: Serves as an effective leader and manager to accomplishing agency/organization objectives according to established values, mission, and vision and participates in the FIS Administration. Plans, organizes, directs, coordinates and manages multiple contracts and program sites for the implementation of residential services which include youth activity, programs with school personnel, community, other youth service agencies and agency workers. Direct supervision of all West Hawaii residential staff in the performance of their duties and work schedules. Manage all contracts to meet requirements including meeting outcomes as required by the various funding sources. Maintains DHS licensing requirements and standards for program, staff, and facility. Overall case supervision of clients served. Ensuring youth treatment plans are continually reviewed and goals/objectives me on a timely manner. Orientate/train/evaluate program and volunteer staff in residential program activities and curriculum. Develop operational procedures for the residential programs in accordance with contract requirements. Provide monthly and quarterly reports to the Hawaii County Social Services Director and funding agencies regarding clients served and services provided. Assist the administration in presenting the program to the community and to maintain productive relationships with all client related agencies, community resources and programs, schools and similar entities. Evaluate staff development requirements and arrange for training as needed. Performs the duties of the Program Supervisors, Youth Development Specialist or Residential staff during their absence or when work requirements indicate such involvement. Prepare funding proposals as assigned or indicated. Attend all staff meetings, training, conferences and workshops as requested or scheduled. Travel off-island as necessary. Perform other related duties as assigned by the Hawaii County Social Services Director and the Salvation Army’s Administration. Ability and skill in relating to a wide range of people and situations: youth, parents, agency workers, school personnel, law enforcement personnel, businesses, civic groups, supervisors, clients, vendors, managers, state/national contracting and regulating bodies etc. Ability to train and orientate volunteer and lower classified personnel. Ability and skill to work within an interdisciplinary team concept and participate in staff training. Attendance at trainings, both in Hawaii and on the mainland is required.
