The Rehancement Group, Inc. (TRG) is seeking a Project Manager with strong experience in acquisition policy, program management, governance, and executive coordination to support the U.S. Coast Guard, Office of Acquisition Support and Systems Engineering Policy (CG-SID-9) at USCG Headquarters. The ideal candidate excels in written communication, policy analysis, and high-level stakeholder coordination in a mission-driven environment.

Key Responsibilities

Acquisition Policies, Process Development, and Management:

  • The candidate will effectively interpret, apply, and provide expert advice regarding existing USCG and DHS acquisition policies, processes, procedures, lessons learned, and current best practices, ensuring all work performed under this PWS is compliant and effectively delivered. They will also review changes to DHS, DOD (as directed), and USCG policies, processes, procedures, lessons learned and current best practices to inform performance of the requirements in this PWS. The candidate will document their findings and recommendations pertaining to improving acquisition program management and governance.
  • The candidate will support updates to existing CG-SID-9-sponsored acquisition policy documents and any future CG-SID-9-sponsored policies following the USCG Directives System Manual change process. Updates normally occur every 1 ½ to 2 years but may vary based on mission needs or emerging priorities.
  • The candidate will support policy and process development for non-major acquisition programs within the framework of the references listed in this document. They will assist in implementing non-major processes, including identification of programs that should be under USCG non-major policy purview and engagement with acquisition programs to provide guidance throughout the Acquisition Lifecycle and SELC frameworks.

Review Of Documents, Plans, And Policies

  • The candidate will review acquisition program documents and plans for content, consistency, accuracy, completeness and relevancy. A list of acquisition documents is contained in the Major Systems Acquisition Management (MSAM) and Non-Major Acquisition Program (NMAP) Instructions (examples include Integrated Logistics Support Plans, Program Systems Engineering Tailoring Plans, Operational Requirements Documents, Program Plans, etc.). The candidate will document their findings and recommendations.
  • The candidate will review current and draft USCG, DOD, and DHS acquisition policy and other documents. The candidate will document their findings and recommendations.
  • Reports and Data Source Reviews:
  • The candidate will consolidate data from various sources and draft periodic status reports, incorporating the Office Chief’s input as required. Currently, this task involves approximately 10 different reports (e.g. Documentation Status Reports, Meeting Schedules, Meeting Attendance Trackers, Action Item Trackers, among others.)
  • Inputs shall reflect the status of major tasks and activities, updates from previous reports, and future milestones. Some reports are typically required monthly, but the frequency for others may vary based on program needs. Where applicable, the candidate will use government-provided templates or formats to ensure consistency and alignment with USCG standards. All reports shall be submitted to the Office Chief for review and approval prior to final submission.
  • Executive Meetings, Scheduling, and Facilitation:
  • The candidate will coordinate, schedule and facilitate acquisition governance meetings for the USCG Non-Major Acquisition Oversight Council (NMAOC), Executive Oversight Council (EOC), Executive Management Team (EMT), Acquisition Executive Reviews (AER), Deputy Commandant for Mission Support (DCMS)/ Deputy Commandant for Operations (DCO), and CG Acquisition Review Board (CG ARB), and other meetings as required (e.g. ad hoc executive meetings). The candidate will provide meeting agendas before each meeting.
  • The candidate will develop formal minutes for all meetings listed in section 2.4.1 of this PWS. All meeting minutes shall capture any decisions and/or action items assigned and confirmed during the meeting. The candidate will coordinate the entire approval process of all meeting minutes in accordance with applicable internal processes, and file once complete. There are approximately three meetings of this type per week. Strong writing, communication, interpersonal, initiative, and organizational skills are essential to perform this task. The candidate’s performance will be evaluated based on the timelines, accuracy, and completeness
  • The candidate will provide a status report that shows the progress of meeting minutes from their inception, through the review process, to final approval and filing. The format and frequency of the report shall be proposed by the candidate and approved by the Government. A template can be provided by the Government as a starting point. The report will typically be submitted on a weekly basis and include information such as meeting dates, review and approval times, and any issues encountered.

Required Qualifications

  • Must be a U.S. Citizen.
  • Bachelor’s Degree and 7 years of relevant experience.
  • Experience supporting federal acquisition programs (DHS, USCG, or DoD preferred).
  • Familiarity with DHS Instruction 102-01, USCG MSAM/NMAP, and DoD 5000-series acquisition policy frameworks.
  • Demonstrated experience producing accurate meeting minutes, governance documentation, and formal reports.
  • Strong writing, analytical, communication, and organizational skills.
  • Proficiency with Microsoft Office Suite (Word, Excel, PowerPoint, Teams).
  • Ability to obtain and maintain a DHS/USCG Public Trust/Suitability.
  • Ability to work onsite at USCG Headquarters.

Preferred Qualifications

  • Experience supporting USCG CG-9, CG-SID-9, or USCG headquarters components.
  • Experience drafting or updating acquisition directives, policies, SOPs, or governance documents.
  • Familiarity with systems engineering, lifecycle logistics, or program management processes.
  • Experience coordinating executive-level meetings and capturing decision-quality minutes.
  • PMI Project Management Professional (PMP) Certification.
