Manager, Public Policy and Government Affairs
Full-Time/Remote (Washington, DC Area Preferred)

Position Summary:
The Manager, Public Policy and Government Affairs will help advance The Recycling Partnership’s state and federal advocacy efforts. Reporting to the Senior Director, this role conducts legislative research, drafts testimony and policy materials, and coordinates advocacy meetings and coalitions. With expertise in policy, communication, and project management, the Manager builds stakeholder alignment and ensures TRP’s advocacy initiatives are strategic, collaborative, and impactful.
What You’ll Do:
- Coordinate policy advocacy coalitions by organizing meetings, preparing materials, and tracking stakeholder engagement.
- Conduct legislative research and analysis at the state and federal levels, including work on the CIRCLE Act and other initiatives.
- Draft policy content such as letters of support, testimony, fact sheets, and talking points to advance advocacy priorities.
- Build and maintain databases and tools to track legislation, stakeholder participation, and outreach progress.
- Collaborate across teams to ensure policy materials and responses to requests are accurate, timely, and aligned with TRP’s goals.
- Support internal and external events, including scheduling, logistics, and vendor coordination.
- Take on additional responsibilities as needed to advance team and organizational objectives.
Required Skills & Qualifications:
- Bachelor’s degree or equivalent combination of education and experience.
- 3–5 years of experience in public policy, government affairs, or legislative advocacy, with direct involvement in policy analysis, stakeholder engagement, and/or coalition management.
- Demonstrated ability to manage budgets or resources, including forecasting and tracking expenditures.
- Strong time management, organizational skills, and attention to detail.
- Excellent written and verbal communication skills, with experience facilitating discussions among diverse stakeholder groups.
- Proven ability to collaborate effectively across teams and working styles.
- Proficiency with Microsoft Office Suite and workplace technologies such as Google Workspace, Notion, and HubSpot.
Preferred Skills:
- Knowledge of policy advocacy tactics, including lobbying, campaigning, or grassroots organizing.
- Familiarity with the federal government, including Congressional procedures and political processes.
- Understanding of recycling, waste management, or sustainability policy and related environmental issues.
$73,800 - $84,870 per year
Other Requirements:
- This position will require overnight and out-of-state travel for business activities.
- Although this role does not require applicants to have a driver’s license as a condition of employment, an employee who chooses to drive on company business shall have a valid driver’s license. An employee driving a privately-owned vehicle on company business shall have liability insurance on the privately-owned vehicle.
- The employee must be able to successfully pass a background check.
