Position Summary: The purpose of this position is to oversee the Human Resources and and Training departments and therefore, enhancing the lives of the clients serve by The Progress Center. All work should reflect the mission and vision of the Progress Center. The purpose of this position is for overall management, responsibility and supervision of the human resources department, benefits, training and recruitment.

Duties:
Personnel Administrator:
- Recruit, hire, supervise, evaluate, and terminate team members in Human Resources and Training.
- Review and approve the recruitment, employment, supervision, evaluation and termination of all agency staff.
- Oversee staff training.
- Negotiate pay and fringe benefits for employees.
- Develop/revise written job descriptions for program staff.
- Supervise implementation of policies and procedures related to human resources and training.
Supervision:
- Supervise positions in Human Resources and Training.
Administrative:
- Participate as a member of the Senior Management Team:
- Assist in developing annual budget and making recommendations.
- Assist in developing and implementing agency long and short-term goals.
- Assist in developing, implementing and reviewing agency policies and procedures.
- Ensure programs are in place to contribute to employee retention and growth.
- Oversee and resolve employee complaints and concerns.
- Ensure employee performance systems are in place and utilized effectively.
- Ensure employee records and reporting meet the expectations of DOL, MaineCare, and the Department of Health and Human Services.
- anticipating and evaluating sources of risk in Human Resources, training in functional areas and recommending courses of action to decrease risks.
- Ensure that the organization's legal obligations are met as they related to employees.
- Oversee corporate development for leadership.
- Ensure legal compliance by monitoring and implementing applicable federal and state requirements, studying existing and new legislation, obtaining opinions from legal counsel, enforcing adherence to requirements, conducting investigations and sensitive interviews, maintaining records and reports, and advising management on needed actions.

- Oversee job recruitment needs and advertising
- Ensure legal compliance in interview processes
- Interview/ make job offers, as needed.
- Approve background check results
- Process new hire paperwork
- Tracks and analyzes recruitment efforts
- Benefit Administration
- Administer and terminate benefits
- Coordinate annual open enrollment
- Ensure compliance with annual required notices
- Maintains annual insurance census
- FMLA and LOA management
- Conduct interactive discussions with employees requesting work accommodations
- Training
- Supervises Agency Trainer
- Participates and oversees company orientation
- Recognizes departmental needs and recommends specialized trainings
- Ensures legal compliance in federal mandated trainings
- Employee Relations
- Supervises HR Asst
- Coaching and corrective action administration
- Tracks and analyzes termination rates
- Conducts through and objective formal investigations and provides appropriate documentation
- Ensures on-the-trainings, and performance evaluations are up to date
- Manages sign -on, employee referral and location bonus pay outs
- Represents company in DOL claims and appeals
- Develop/revise written job descriptions
- Supervise implementation of policies and procedures
- Safety
- Management of worker compensation reporting and compliance
- Collaborate with dept managers for any return to work restrictions
- Report all annual OSHA and CDC requirements
- Supervises Hep B requirements
- Maintain all employee medical notes
- Active member of the Safety Committee
Qualifications:
- Bachelor's degree in related field required or equivalent experience
- A minimum four years of progressive human resources experience
- Preferably a background in non-profit or social services.
- Must have a valid driver's license, clean driving record and reliable transportation (up to date inspection, registration and insurance meeting Maine state requirements) to be available for use during work hours.
