The Planet Group is currently seeking a Construction Manager for a growing company in the federal facilities engineering and construction industry. Qualified candidates must have experience supporting federal construction projects, preferably NAVFAC or USACE, and a strong background managing commercial, industrial, utility, or waterfront construction projects valued over $5M.
Job Description
The Construction Manager will provide on-site support for facilities design and construction projects at a Naval installation in Kittery, Maine. This position supports federal construction oversight activities, ensuring projects are executed in compliance with contract documents, safety requirements, quality standards, and NAVFAC procedures.
Key responsibilities include:
- Professionally communicate NAVFAC requirements and positions with contractors, supported commands, and other agencies to support informed decision-making
- Review pre-final contract drawings, specifications, and technical RFPs for constructability and compatibility with field conditions
- Participate in pre-award meetings, including Functional Analysis Concept Development (FACD) meetings and constructability reviews
- Coordinate post-award meetings such as kickoff meetings, preconstruction conferences, partnering meetings, schedule acceptance meetings, design review meetings, LEED coordination meetings, facility turnover planning meetings, and final inspections
- Review contractor administrative and technical submittals, including schedules, quality control plans, safety plans, shop drawings, product data, test plans/reports, certificates, and O&M documentation; recommend approval or rejection in a timely manner
- Perform site visits to monitor construction progress, review Contractor Quality Control (CQC) reports, attend QA/QC meetings, and ensure compliance with the three phases of quality control
- Provide technical solutions to unforeseen construction issues in coordination with designers and contractors, including reviewing field changes that do not affect scope, cost, or schedule
- Provide project status updates to senior government personnel
- Prepare and support property record documentation, including DD1354 Transfer and Acceptance of Military Real Property, in accordance with NAVFAC Business Management System (BMS) requirements
- Support project closeout activities, including tracking as-built drawings, O&M manuals/eOMSI, and warranty documentation
- Independently plan and execute assigned duties while keeping government sponsors informed of project status
Requirements
Key Qualifications
- U.S. Citizenship and ability to obtain and maintain NACI/CAC clearance
- Minimum of 7 years of experience as a Construction Manager, Project Manager, Field Engineer, or Quality Control Manager (QCM) on commercial, industrial, utility, or waterfront construction projects valued over $5M
- Background supporting federal construction projects (NAVFAC, USACE, or similar preferred)
- Ability to work onsite in Kittery, ME
- Strong preference for local candidates or those with a realistic plan to work onsite (per diem may be available for qualified candidates)
Education
- Bachelor’s degree in Engineering, Construction Management, or Engineering Technology from an ABET-accredited institution or
- Architecture degree from a NAAB-accredited institution
Certifications
- Professional Engineer (PE) or Registered Architect (RA) is highly desirable but not required
Knowledge & Skills
- Strong understanding of construction operations and engineering principles
- Excellent verbal and written communication skills
- Proficiency with Microsoft Office (Word, Excel, PowerPoint)
- Highly organized self-starter with the ability to manage multiple priorities independently
