Job Title: Talent Acquisition Specialist

SUMMARY
The Talent Acquisition Specialist leads the full-cycle recruitment process for Pittsburgh Water—from identifying hiring needs and sourcing qualified talent to extending job offers and managing the pre-employment process. This role is key to building strong talent pipelines, ensuring a positive candidate experience and strengthening Pittsburgh Water’s reputation as an employer of choice.

RESPONSIBILITIES
  • Conduct the full-cycle recruitment and selection process for owned requisitions including, but not limited to:
  • Provide innovative candidate sourcing to produce sustainable talent pipelines and maintain a talent pipeline of active and passive candidates.
  • Coordinate and facilitate panel interviews with hiring managers.
  • Extend contingent verbal job offers and prepare and send written job offers.
  • Facilitate pre-employment background check, drug screen, and physical processes.
  • Manage the applicant tracking system (ATS), screening and presenting qualified applicants to the hiring manager for consideration; monitor, track, and document conversations, interview progress, offers, and feedback in the ATS.
  • Leverage professional associations, social networks, and online resources to generate a diverse talent pipeline.
  • Build and maintain a talent pipeline to fill critical openings and strategic roles.
  • Cultivate relationships with candidates, following up on their applications and providing updates, ensuring positive candidate experiences.
  • Ensure inclusive strategies and principles are incorporated throughout the steps in the hiring process, from pipeline development to onboarding; recommend creative and results-oriented ideas to cultivate a diverse pipeline.
  • Collect and analyze information and data to evaluate the effectiveness of recruiting efforts, providing valuable input aimed at continuously improving our recruiting efforts; monitor and analyze the competitive environment.
  • Represent Pittsburgh Water at external and internal functions (i.e., job fairs, sponsored events, etc.), provide the public with information about the company and career opportunities.
  • Assist with new hire orientation as needed to ensure employees gain an understanding of human resources policies and procedures.
  • Perform other related tasks as assigned or required.
KNOWLEDGE, SKILLS & ABILITIES
  • Ability to identify opportunities for process improvement and communicate ideas to leadership.
  • Strong knowledge of standard recruitment practices.
  • Must have strong organizational skills.
  • Ability to communicate effectively using two-way communication through strong verbal, written, and listening skills.
  • Ability to establish and maintain cooperative and constructive working relationships with candidates, supervisors, associates, local unions, and the public.
EDUCATION / EXPERIENCE REQUIREMENTS
The following requirements list the minimum education/training/experience required to qualify for this job. An equivalent combination of education and/or experience may be accepted.
  • Bachelor’s degree in Human Resources Management or a related field.
  • Two to three years of experience in recruitment.
  • Experience with the Ceridian Dayforce recruitment module is preferred.
GENERAL REQUIREMENTS
Applicant must present a current, valid Class C (Class 1) PA Motor Vehicle Operator’s License at the time of application or prior to appointment. A valid driver’s license must be maintained throughout employment.
Applicant must have permanent residency within one of the following Pennsylvania counties at the time of appointment and remain a resident within one of the noted counties throughout employment with the Pittsburgh Water: Allegheny, Armstrong, Beaver, Butler, Fayette, Greene, Lawrence, Indiana, Washington, or Westmoreland.

SUPERVISION EXERCISED / RECEIVED
No direct reports / receives supervision directly from the Manager, Talent Acquisition & Workforce Development.

CONDITIONS
While performing the duties of this job, the employee is regularly exposed to a moderate or quiet noise level in the office work environment.

Subject to remain on duty beyond normal hours and/or recalled during emergency situations or other extensive periods.

MEDICAL EXAMINATION
Employment may be contingent upon the results of a post-offer (initial employment or promotion) physical examination performed by the Authority's examining physician.

DRUG TESTING
Employment may be contingent upon the results of a post-offer (initial employment or promotion) drug screening. Continued employment may be subject to randomized drug and alcohol testing conducted without advance notice and for reasonable suspicion.

PRE-EMPLOYMENT BACKGROUND INVESTIGATION
Ability to successfully pass a thorough investigation consisting of a criminal history check, verification of prior employment and performance, reference, and credentials checks, and in some cases credit history.
