Work as a Zoning Supervisor involves overseeing, scheduling, and conducting inspections of properties to determine or monitor compliance with ordinances, regulations, and policies. Zoning Supervisors often provide information and education to various individuals (e.g., general public, contractors, engineers, and others) in order to answer questions, clarify zoning questions and regulations. They conduct follow up inspections to ensure compliance, consult with legal teams, and provide testimony in court as necessary. They also supervise by assigning and reviewing work.TYPICAL JOB DUTIES:
- Supervises staff by assigning and distributing work, directing staff in their job duties, monitoring progress of work, providing feedback and/or training.
- Schedules and conducts inspections of properties to determine/monitor violations of jurisdictional regulations, policies, and ordinances.
- Prepares for, contributes to, and follows up on meetings with committees, boards, commissions, councils, etc. to address zoning issues, share information, develop policies/plans/procedures, and collaborate on related zoning projects.
- Gathers, organizes, and maintains written records, photographs, notes, correspondence, etc. and assembles such materials for court presentations, project planning, annual reporting, and other events as required.
- Educates and provides information for a variety of individuals (e.g., the general public, citizens, contractors, engineers, public officials, department heads, etc.) in order to answer questions and explain information related to zoning regulations, subdivision and construction regulations, weed and litter ordinances, floodplain ordinances, code enforcement, etc.
MINIMUM QUALIFICATIONS:
The following Minimum Qualifications are required for this job. - Driver’s license.
- Experience in preparing, interpreting, and/or enforcing developmental regulations (e.g., zoning, subdivision, regulatory).
- Experience engaging with the public to address customer/citizen complaints, resolve conflicts, and attempt to gain compliance.
- Experience utilizing and interpreting mapping and/or GIS software.
PREFERRED QUALIFICATIONS:
- Certified Alabama Planning and Zoning Official (CAPZO) Certification.
- American Institute of Certified Planners (AICP) Certification.
- APOST certification as a law enforcement officer.
- Bachelor's Degree in Urban Planning, Urban Studies, Public Administration, Architecture, or Geography (or related field).
- Experience working in a legal environment related to land use and development (e.g. Surveying, Realty, or Zoning).
- Supervisory experience reviewing, planning, and delegating the work of subordinates.

CRITICAL KNOWLEDGES:
- Knowledge of procedures and guidelines governing the purchase of equipment, supplies, services.
- Knowledge of enforcement actions that can be taken when violations are found during inspections
- Knowledge of geometry (mathematics concerned with questions of size, shape, and relative position of figures and with properties of space).
- Knowledge of engineering maps and records.
- Knowledge of laws, regulations, and ordinances pertaining to urban planning and land-use.
- Knowledge of the Code of Alabama and local ordinances regarding subdivision regulations.
- Knowledge of the policies, procedures, and powers of the Planning Commission.
- Knowledge of the policies, procedures and powers of the Board of Zoning Adjustment.
- Knowledge of legal requirements for record retention, such as freedom of information requests, community right-to-know laws and operational procedures of the organization.
- Knowledge of city codes regarding right of ways alleys, ditches, and zoning codes regarding vacant lots.
- Knowledge of field inspection procedures and techniques.
WORK ENVIRONMENT:
Work is conducted both indoors in an office setting, as well as regular field visits which consists of driving various routes in a vehicle. Work involves use of standard office equipment, such as computer, digital camera, phone, copier, etc.
PHYSICAL DEMANDS:
Job is primarily sedentary involving sitting for long periods of time, but may also involve periodic sustained physical activity such as walking, standing, or stooping. May involve occasional light lifting of items or objects weighing up to 25 lbs.
