Job Summary
Provide support for DMLSS-FM development initiatives proposed by Joint Medical Logistics Functional Development Center (JMLFDC) representatives and unit level application users. Advocate and act on BUMED development priorities coordinated by BUMED. Participate in weekly teleconference with JMLFDC, JMLFDC Facilities Management Team meetings and other Medical Service meetings as required. Serve as the primary point of contact on all BUMED-specific system change requests. Represent BUMED as the designated member of the DMLSS facility team in developing and testing functional requirements for subsequent DMLSS maintenance releases and interoperability with other CMMS applications.
Roles and Responsibilities
- Provide program management support for comprehensive database sustainment program
- Appropriate actions relating to daily operations of this contract
- Central point of contact with the COR and BUMED for performance of work
1) Keep government fully informed of key milestones and issues that related to the scope of this contract verbally and in writing. - Coordinate training and other contract management functions.
- Coordinate tasks with Regional N4 divisions and activities through BUMED
- Provide training to contractor and government (when requested) to ensure compliance
- Ensure continuous database implementation and integration between Navy’s databases of record throughout the Navy Medicine Regions
- Identify and evaluate efficiency of business processes related to the applications and work with BUMED and Regional FM staff to implement effective automated processes
- Provide data management and manipulation at the request of BUMED activity
- Ensure positions are embedded in the appropriate locations as identified.
- Develop comprehensive training program which includes on-site training, if possible.
- Training provided to government employees, as requested.
- Provide update to the training manuals and standard operating procedures (SOP) as requested.
- Represent BUMED as designated member of DMLSS facility team in developing and testing functionality
- Provide system integration and training services that include preparation of user organization procedures necessary to implement and operate the appropriate DMLSS release.
- Attain performance requirements identified in Enclosure 3 to ensure timely delivery of deliverables in Enclosure 4.
- Provide support for DMLSS development with JMLFDC.
- Assist with recommendations and edits to SRM SOP.
- Create and edit FMS Guide for the position.
- Manage Travel Log and Program – estimate travel costs, assist team with scheduling travel within the government restrictions, and deconflict travel requests.
- DPM continues to function as program analyst (as is in the title) with answering taskers, deep diving into data, assisting PA/DPA, etc.
Qualifications and Education Requirements
- A bachelor’s degree in business administration or related discipline from an accredited institution with a minimum of five (5) years of DoD experience. One (1) year must relate to principal duties and responsibilities.
- Three (3) years of experience in medical facility management or related field.

Additional Notes
- This position supports a government installation, the candidate should be comfortable to undergo a background investigation.
- Work Hours: Monday through Friday, 8 hours per day, excluding Government holidays. Personnel shall not work more than 80 hours in any two-week period. Subject to prior approval by the supported-facility POC or Facilities Manager, variations in work schedules are acceptable when the total hours per week are not exceeded and no obligation is incurred that would require personnel to be paid overtime. Due to the nature of performing services in support of healthcare facilities with an ongoing mission, it is occasionally necessary to work outside of clinic hours to de-conflict spaces. When it is necessary for to work outside of agreed upon daily working hours, the supervising site POC will provide written notice.

We have numerous team contracts to perform services to the US Army Corps of Engineers. We have performed services all over the US at various Medical Treatment Facilities.
