Position Overview
The Proposal & Capture Execution Manager is responsible for owning and executing the full lifecycle of federal proposal efforts, from pre-RFP planning through final submission, across DHS, DOJ, DoW, and civilian agencies. This role requires hands-on experience, to include leveraging AI-enabled tools to improve proposal speed, compliance accuracy, content quality, and integration. Proposal & Capture Execution Manager serves as the single point of accountability for proposal execution, compliance, and delivery.

Requirements
End-to-End Proposal Ownership
- Lead proposal execution from opportunity shaping and kickoff through final submission
- Own proposal schedules, milestones, and volume integration
- Drive disciplined execution across single-award and IDIQ task order proposals
- Leverage AI-enabled tools for RFP analysis, compliance matrices, content drafting, and quality control
- Apply AI responsibly, ensuring accuracy, compliance, and data security
- Standardize AI-assisted proposal processes
- Interpret and enforce Section L & M requirements
- Develop compliance matrices and proposal outlines
- Lead Pink, Red, Gold, and Executive reviews
- Ensure AI-assisted content remains compliant and customer-focused
- Develop schedules, storyboards, and templates
- Edit and integrate technical, management, staffing, and past performance volumes
- Ensure consistent messaging and value propositions
- Manage final production, validation, and electronic submissions
- Conduct final compliance checks prior to submission
- 7 years of federal proposal management experience
- End-to-end proposal lifecycle ownership
- Hands-on experience using AI-enabled proposal tools
- Strong knowledge of FAR and Section L/M compliance
- Experience supporting DoD, DHS, DOJ, or civilian agencies
- Advanced Microsoft Office proficiency
