Salary: Salaried Job Summary:Old Dominion Group Inc., a respected specialty contactor founded in 1981 is seeking a Strategic Procurement Manager to lead our purchasing operations and vendor relationships across the enterprise. This role serves as a strategic partner to internal customers including Operations, IT, Fleet, Facilities, and other business unitssometimes sourcing and presenting vendor options for their selection, sometimes making vendor selection decisions directly, and always focused on optimizing cost, quality, and delivery. This role will help establish scalable systems that support company-wide growth and operational excellence while partnering closely with our Procure-to-Pay function on approvals, compliance, and budget tracking. The ideal candidate will be a proactive collaborator, process designer, and change agent capable of rolling up their sleeves to accomplish immediate needs while shaping long-term procurement strategy. As the company scales and procurement needs evolve, this role is expected to expand in scope, taking on additional procurement-related functions and potentially building a team to support enterprise-wide purchasing excellence.Major Duties and Responsibilities:The duties and responsibilities are intended to describe the general nature and scope of work being performed by this position. This is not a complete listing, and other duties will be assigned based on the positions role within the business unit.Vendor Relationship & Performance ManagementBuild and maintain strategic vendor relationships across all business units and procurement categoriesTrack and review vendor master service agreements (MSAs) and legal compliance requirementsDevelop and maintain vendor scorecards tracking quality, on-time delivery, and pricing performanceConduct bid tabulation and track rebate opportunitiesCommunicate vendor awards and ensure Procure-to-Pay receives current price lists for approval and payment validationStrategic Sourcing & Vendor SelectionSource and evaluate vendor options across the organizationserving Operations, IT, Fleet, Facilities, and other business units as internal customersCoordinate and execute on vendor selection for designated procurement categoriesPresent vetted vendor options to internal customers for final selection when appropriateNegotiate rates, terms, and agreements to secure competitive pricing and reliable deliveryDesign and implement change management strategies to shift vendor negotiations from decentralized to shared services modelPromote cost-saving strategies and best practices across all functionsCross-Functional Collaboration & SupportPartner with Operations (Project Managers, Construction Managers) during pre-construction and buyout phases to validate vendor availability and market pricingCoordinate with internal customers to understand purchasing needs and support vendor identification and evaluationWork closely with Procure-to-Pay to ensure approved vendor lists, pricing agreements, and compliance requirements support seamless purchase order creation and invoice processingProvide pricing and vendor performance data to support Procure-to-Pay's budget versus actual spend analysisProcess Design & Workflow OptimizationDesign vendor agreement and contract renewal processesLead change initiatives to establish scalable procurement workflows across business unitsEnsure stakeholder alignment and adoption of new centralized procurement practicesCreate systems that ensure seamless handoffs between Procurement, Operations, and Procure-to-PayReporting, Analytics & ROI ManagementDevelop and maintain procurement metrics and reporting on vendor engagement and performanceAnalyze purchasing trends, vendor performance, and cost savings to inform strategyTrack ROI on procurement initiatives and vendor agreementsPartner with Procure-to-Pay to provide pricing intelligence and vendor data supporting budget tracking and financial analysisDevelop reporting to ensure timely and cost-effective sourcing aligned with project schedules and budgetsCompliance & Governance SupportEnsure compliance with company policies, legal regulations, and ethical standards in all procurement activitiesApply risk mitigation strategies in vendor selection and contract negotiationSupport Procure-to-Pay's approval and compliance governance by maintaining current vendor agreements and pricingStrategic Function DevelopmentIdentify opportunities to expand the procurement function as organizational needs evolveScope and propose additional procurement-related activities that could benefit from centralized management (e.g., subcontractor prequalification, inventory management, equipment procurement, expanded category management)Build scalable processes and systems that can accommodate future growth in procurement scope and team sizeMinimum Qualifications:Bachelor's degree with job-relevant coursework; or a combination of equivalent training, education, and relevant work experienceAt least five years of buyer, purchasing, or procurement related experience with a large, multi-location organizationDemonstrated ability to negotiate effectivelyAnalytical skills and budgeting experienceExcellent communication (written and verbal) and interpersonal skillsAbility to meet deadlines and manage time and priorities effectivelyStrong organizational skills and attention to detailProficient using computer software, including Microsoft Office (Word, Excel, etc.) as well as ERP and Workflow systems (such as Spectrum, DocuSign, Power Automate)Collaborative mindset with a focus on stakeholder engagement and service orientationExperience managing or influencing teamsPreferred Qualifications:Bilingual (English/Spanish).Construction industry experience preferredPhysical Requirements include but are not limited to the following:Prolonged periods sitting at a desk and working on a computer.Able to walk, sit, stand, bend, kneel, stretch, squat and climb.Able to travel to jobsites, meetings, and other destinations as needed.Able to wear required personal protective equipment.Able to work with specialized construction equipment, tools, and materials.Able to see, talk and hear in person, via phone and/or through online/video.Able to use hands and fingers in a manner that allows for use of a keyboard and phone.Able to lift & carry items up to 15 lbs.Note: Offers will be made based on candidates' qualifications relevant to the position.
Salary : $83,250 - $122,100
