Minimum Qualifications
NY HELPS
This title is part of the New York Hiring for Emergency Limited Placement Statewide Program (NY HELPS). For the duration of the NY HELPS Program, this title may be filled via a non-competitive appointment, which means no examination is required but all candidates must meet the minimum qualifications of the title for which they apply.
At a future date, it is expected employees hired under NY HELPS will have their non-competitive employment status converted to competitive status, without having to compete in an examination. Employees will then be afforded with all of the same rights and privileges of competitive class employees of New York State. While serving permanently in an NY HELPS title, employees may take part in any promotion examination for which they are qualified.
Permanent Qualifications
Permanent status as an Addictions Program Specialist 1 (G-18) and interested in reassignment; OR reachable for permanent appointment on the current Civil Service eligible lists for Addictions Program Specialist 1, G-18, OR Addictions Program Specialist Trainee OR eligible for transfer under Section 70.1 of the Civil Service Law OR to be considered for appointment as an Addictions Program Specialist through NYS HELPS Program:
Trainee 1: A bachelor’s degree or higher.
Trainee 2: A bachelor's degree and one year of professional clinical or professional administrative experience in a public or private agency or program that directly provides diagnosis, treatment, rehabilitation, prevention, or aftercare to a clientele with a primary diagnosis of chemical dependency.
Grade 18: A bachelor's degree and two years of professional clinical or professional administrative experience in a public or private agency or program that directly provides diagnosis, treatment, rehabilitation, prevention, or aftercare to a clientele with a primary diagnosis of substance use disorders.

Promotion salaries are calculated by the NYS Office of the State Comptroller in accordance with NYS Civil Service Law, OSC Payroll rules and regulations, and negotiated union contracts.

The Public Service Loan Forgiveness (PSLF) Program allows public service employees to have the remaining balance on direct loans forgiven after 120 qualifying payments are made under an accepted repayment plan while working full-time for an eligible employer. Duties Description
This position is in the Bureau of community & Individual Prevention within the Division of Prevention Services. Duties include, but are not limited to the following:
- Provide oversight, monitoring, technical assistance, and data collection for 23 Prevention agencies engaged in the OASAS Paid Prevention Internship Opportunity program.
- Coordinate with OASAS Learning and Development, Grants Management/Special Projects, Regional Office Prevention liaisons and Workforce Development units.
- Collaborate with Prevention providers efforts to achieve community goals, implement Workplans, and overall delivery of services.
- Provide technical and administrative support with the development of statewide Problem Gambling and college initiatives.
- Assist providers and internal division staff with accessing foundational Prevention training.
- Collaborate with OASAS Learning & Development and Workforce Development units to coordinate training and work with outside Prevention entities: PTTC, EDC, Prevention Resource Centers to set up internal and external training.
- Assist in the coordination and advancement of projects and grant funded initiatives
- Other relevant duties as assigned.
- Position may require travel up to 10%.
