Job description:

Position Overview

We are looking for an experienced, operationally sharp Human Resources Manager to serve as the HR backbone for our company. This is a hands-on role that spans the full HR lifecycle — from recruiting and onboarding to compliance, employee relations, and performance management — across our California and Texas locations. The right person brings both the depth to handle complex HR issues and the flexibility to operate in a growing, fast-moving healthcare environment.

Key Responsibilities

Recruitment & Onboarding

  • Lead full-cycle recruiting for clinical, administrative, and operational roles across CA and TX
  • Partner with program directors and department heads to define hiring needs and timelines
  • Manage offer letters, background checks, credentialing coordination, and onboarding workflows
  • Maintain an organized, consistent onboarding experience that sets new hires up for success

Employee Relations & Culture

  • Serve as the primary point of contact for employee concerns, performance issues, and workplace investigations
  • Coach managers on documentation, corrective action, and handling sensitive personnel matters
  • Foster a positive workplace culture aligned with our values and mission
  • Support employee engagement initiatives and retention strategies

HR Compliance & Policy

  • Ensure ongoing compliance with California and Texas employment law, including wage and hour, leave of absence (CFRA, FMLA, ADA), and anti-discrimination requirements
  • Maintain and update the employee handbook and HR policies to reflect current legal requirements and organizational needs
  • Manage HRIS data integrity, personnel files, and required documentation
  • Coordinate with legal counsel on complex HR or employment matters as needed

Benefits & Compensation Administration

  • Administer employee benefits programs (medical, dental, vision, 401k, etc.) and serve as employee liaison with benefits brokers
  • Oversee open enrollment processes and ensure timely, accurate employee communications
  • Support compensation benchmarking and pay equity reviews

Multi-Site HR Operations

  • Manage HR functions across California and Texas program locations, with awareness of state-specific employment requirements in each jurisdiction
  • Travel to program sites as needed to support HR initiatives and maintain team relationships
  • Partner with Operations and Finance on headcount planning, org changes, and workforce reporting

Payroll & Systems

  • Collaborate with finance/payroll on bi-weekly payroll processing, ensuring accuracy and timeliness
  • Maintain and optimize HR systems and workflows to support organizational scale

Qualifications

Required

  • 5 years of progressive HR experience, with at least 2 years in a management or lead HR role
  • Strong working knowledge of California employment law (required); Texas employment law familiarity preferred
  • Experience in healthcare, behavioral health, or a related regulated industry strongly preferred
  • Demonstrated ability to manage employee relations matters with discretion, fairness, and sound judgment
  • Proven track record handling multi-site HR operations
  • Strong written and verbal communication skills — you can draft a clear policy, deliver hard feedback, and navigate a difficult conversation
  • Proficiency with HRIS platforms and standard HR tools

Preferred

  • PHR, SPHR, SHRM-CP, or SHRM-SCP certification
  • Experience supporting Joint Commission or state licensed programs
  • Background working with clinical staff (licensed clinicians, CCCs, behavioral health technicians)
  • Experience with Paycom and BambooHR
