Job Description


The Director of Federal Policy and Advocacy leads federal policy strategy and advocacy for The McManus Group’s diverse portfolio of pharmaceutical, provider, and medical device clients. This role drives engagement with Congress, the Administration, and key stakeholders to shape legislative and regulatory outcomes on issues including Medicare coverage and reimbursement, drug pricing, pharmacy benefit manager reform, and provider payment systems.


Serving as a trusted advisor, the Director develops and implements tailored advocacy strategies, providing clients with timely intelligence, political analysis, and actionable policy solutions. The position is responsible for identifying emerging policy trends, assessing their potential impact, and guiding clients in proactively positioning themselves for both challenges and opportunities. 


This position also includes advocacy with members of congress, committees of jurisdiction and key personnel at Health and Human Services and the Center for Medicare and Medicaid Services.


In collaboration with bipartisan congressional offices, federal agencies, coalitions, and advocacy groups, the Senior Director builds consensus to advance aligned policy objectives. This role also works closely with client leadership teams to develop advocacy materials, craft compelling messages, and leverage engagement opportunities that elevate client priorities in the federal policy arena.


Core Responsibilities

  • Lead federal advocacy strategies for a diverse portfolio of pharmaceutical, provider, and medical device clients.
  • Develop and implement policy solutions to address legislative and regulatory challenges.
  • Lobby members of Congress and the Administration on health policy issues.
  • Monitor, analyze, and interpret health care legislation, regulations, and political developments.
  • Build and maintain bipartisan relationships with Members of Congress, Administration officials, and key health policy stakeholders.
  • Advise clients on engagement opportunities to advance policy and advocacy objectives.
  • Represent client interests in meetings with policymakers, coalitions, and industry groups.
  • Coordinate with stakeholder coalitions and patient advocacy organizations to drive aligned policy initiatives.
  • Provide timely intelligence and strategic recommendations to inform client decision-making.


Qualifications

  • Extensive knowledge of U.S. health care policy, including Medicare, Medicaid, drug pricing, and value-based care models.
  • Proven experience in health policy analysis and/or federal lobbying and legislative/regulatory strategy.
  • Strong relationships with congressional offices, federal agencies, and health policy organizations.
  • Excellent written and verbal communication skills, including the ability to distill complex policy issues into clear, actionable guidance.
  • Demonstrated ability to manage multiple client priorities in a fast-paced environment.
  • Track record of successfully advancing policy goals through advocacy, coalition-building, and stakeholder engagement.
  • Bachelor’s degree in political science, public policy, health policy, or related field (advanced degree preferred).
