Job Summary
TMG is seeking an Cost Estimator for our Professional Supplemental Staffing Contract with the School District of Philadelphia. The Estimator will report to the Contracts Manager and support the School District Office of Capital Program. He/she will be responsible for developing estimates both during the design development and construction administration phase.
Primary Duties & Responsibilities
Design Development Phase
- Develop and prepare pre-design conceptual budget estimates and cost estimates at design development and construction document phases.
- Implement the necessary documents, data, communication tracking and filing system necessary for effective claims avoidance.
- Review documents/drawings to ascertain whether the design is consistent with programming and construction budgets.
- Provide constructability reviews of drawings, specifications and Addendum.
- Attend pre-bid meetings, bid openings, low bidder de-scope meetings, and make recommendations to the Contracts Manager regarding contract awards.
Construction Administration Phase
- Prepare detailed “fair-price” estimates for change orders and assist in negotiations with contractor(s), reconcile proposed change order costs. Provide justifications and recommendation to the School District.
- Review and prepare cost and time impact analysis and provide recommendations with justifications to the School District on change orders.
- Analyze the merits of the Contractor’s disputes or claims and provide recommendations on the jurisdiction, cost and time impacts to the Project Manager for disposition.
- Assist in negotiating with the Contractor on disputes and claims to seek a fair and prompt settlement.
- Provide expeditious review and analysis on all change orders, disputes, claims and modifications to the contracts so as to not delay project schedules and deliverables.
Qualifications & Skills
- Bachelor’s degree in engineering, architecture, and/or construction from an accredited college or university,
- Seven (7) years’ experience in general construction estimating; or Comparable combination of education and experience.
