Vision Statement

The Financial Management Division will guide the Department’s financial planning, budgeting, and analytical processes by promoting strategic resource allocation, utilizing industry best practices, and establishing and maintaining sound fiscal management for the M-NCPPC, Department of Parks and Recreation, Prince Georges County.

The Financial Management Division will provide leadership, guidance, and service in planning and using fiscal resources in a manner that best complements and supports the Department’s goals while promoting the prudent use of public funds.


Overview

The Department of Parks and Recreation, Prince George's County seeks a Financial Management Division Chief to lead its Financial Management Division.

The Financial Management Division has four work programs that provide management, oversight, and coordination of the Department’s operating budget including all available revenue sources. This includes managing six distinct operating funds, implementing and administrating the County Council Mandated Project Charges, the Department’s Cost Recovery program, and the Resource Development Unit.

The six operating funds the Division oversees, and manages include the Park, Recreation, Enterprise, Special Revenue, Advanced Land Acquisition, and Internal Service Funds. The unit also provides Department-wide training and skill set establishment to the operating divisions to ensure they are compliant, competent, and accountable in their fiduciary management duties. The Division also facilitates and manages the implementation of the Department’s cost recovery program by conducting cost analysis and fee policy assessment as outlined in the Department's Formula 2040 Functional Master Plan.


Division Management

The Division Management Unit is responsible for the overall administration, strategy, vision, oversight, and implementation of the Division goals and priorities. This unit includes the Division Chief, Assistant Division Chiefs, and administrative team. A primary strategic objective is to build a fiscal administrative infrastructure designed to effectively manage a major agency, the size, and scope of DPR.


Examples of Important Duties

1. Budget Unit

The Budget Unit provides fiscal management and oversight of the Department’s annual operating budget. The unit is responsible for the development, analysis, and presentation of budget recommendations, expenditure and revenue forecasts, and supplemental reports regarding budget information. The unit also facilitates training for all staff levels on budget structure, policy, and operations. The office works in close collaboration with the Corporate Budget Office located within Central Administrative Services and others within that Department to ensure adherence to Commission, state, and federal policies and practices regarding fiscal management.


2. Cost Recovery Unit

The Cost Recovery Unit performs financial analytical studies of our department’s programs to support our established cost recovery goals. The unit specifically conducts cost analysis and fee policy assessment for the ongoing implementation and administration of the Department's Formula 2040 Functional Master Plan. Currently, the Department has engaged a consultant to assist in developing a methodology and tool to create a clear strategy on capturing direct and indirect costs for park and recreation services.


3. Project Charge Unit

The Project Charge Unit is responsible for the administration and execution of the County Council legislatively mandated allocations through the adoption of the operating budget. The Project Charge scope as increased from approximately seventy recipients and four million annually to over 150 mandated recipients that total over $10 million in funds. This unit is also responsible for the recipient contract vetting process, in concert with the operating divisions and legal department. The unit will also serve as the liaison between the Greater Washington Foundation and the Commission to help facilitate smooth administration of the Project Charge program.


4. Resource Development Unit

The Resource Development Unit focuses on leveraging external funds, both private and public funds, to increase the opportunities for the residents of the County. These funds and financial resources can include grants, donations, sponsorships, or other means that expand the reach of the department. This unit also serves as the facilitator for the Naming Rights policy.


Minimum Qualifications

1. Bachelor's degree in parks and recreation (master's degree preferred) or a related field and six years of highly responsible varied park and recreation experience including four years at a supervisory level; or

2. An equivalent combination of education and experience.

3. Valid Maryland driver's license or the ability to acquire one.
