Position Summary

The Federal Workforce Development and Training Specialist will support the design, development, delivery, administration, and evaluation of workforce-development, training, onboarding, mentoring, and career-development programs for NSWCPD personnel. The Specialist will analyze organizational workforce needs, develop customized instructional materials, coordinate Government and commercial training, maintain training records, support onboarding activities, and assess program effectiveness.

Essential Duties and Responsibilities

  • Conduct workforce-development and training needs assessments.
  • Analyze Individual Development Plans, organizational strategies, business-plan inputs, mission requirements, employee needs, and environmental trends.
  • Design, develop, revise, and deliver customized training curricula, courses, workshops, and learning programs.
  • Prepare facilitator guides, student guides, PowerPoint presentations, job aids, exercises, and supporting materials.
  • Facilitate or coordinate classroom, virtual, broadcast, web-based, and on-the-job training.
  • Support the NSWCPD onboarding program before, during, and after each onboarding session.
  • Maintain document control for onboarding forms, processes, attendance, and program records.
  • Monitor mandatory training requirements and report delinquent or incomplete training.
  • Update training records and applicable workforce-development systems.
  • Support the Command mentoring program, Academic Program Manager, Workforce Development Branch Chief, and other program stakeholders.
  • Coordinate instructors, facilities, audiovisual capabilities, materials, equipment, logistics, and course schedules.
  • Perform market research regarding training providers, course availability, curriculum content, and pricing.
  • Review, validate, and process training-related invoices and supporting documentation.
  • Support Defense Acquisition University and Cybersecurity Workforce training requirements.
  • Evaluate course quality and effectiveness using surveys, performance data, participant feedback, and other assessment methods.
  • Recommend continuation, modification, or discontinuation of courses and instructional methods.
  • Develop Section 508-compliant training materials and recorded learning content.
  • Prepare workforce-development reports, briefings, metrics, status reports, and program recommendations.
  • Support continuous process improvement, quality meetings, special projects, and strategic workforce initiatives.

Minimum Qualifications

  • High school diploma or GED.
  • At least five years of human resources, workforce development, training, instructional design, organizational development, or related experience.
  • Experience coordinating or delivering employee training or workforce-development programs.
  • Experience developing training materials, presentations, reports, and program documentation.
  • Proficiency with Microsoft Office and virtual training or audiovisual platforms.
  • Strong facilitation, analytical, organizational, written communication, and customer-service skills.
  • U.S. citizenship.

Highly Preferred Qualifications

  • Bachelor's degree in human resources development, instructional design, education, organizational development, business administration, or a related discipline.
  • Experience supporting federal or Department of Defense workforce-development programs.
  • Experience with federal onboarding, mentoring, acquisition workforce training, or mandatory training compliance.
  • Experience applying ADDIE, adult-learning principles, Kirkpatrick evaluation methods, or similar instructional-design methodologies.
  • Experience with TWMS, DAU, learning-management systems, Section 508 compliance, or federal training records.
  • ATD, CPTD, SHRM, instructional-design, or facilitation certification.
