We are seeking an energetic and detail-oriented Commercial Program Manager (Temporary Staffing) to lead and optimize our temporary staffing initiatives. In this role, you will manage client relationships, oversee staffing programs, and coordinate recruitment efforts to ensure the delivery of high-quality talent solutions. Your proactive approach will drive program success, foster strong partnerships, and support our strategic growth in staffing services. Responsibilities
- Develop and execute strategic staffing programs tailored to client needs, ensuring alignment with organizational goals.
- Lead negotiations with vendors and clients to establish terms that benefit all parties while maintaining compliance with employment and labor laws.
- Manage the full lifecycle of talent acquisition for temporary staffing, including sourcing, interviewing, onboarding, and employee orientation.
- Utilize ATS (Applicant Tracking Systems) such as Lever, iCIMS, or Workday to track candidate pipelines and streamline recruitment processes.
- Cultivate relationships with internal teams and external partners through cold calling, relationship management, and research to generate leads and expand staffing opportunities.
- Oversee employment contracts, employee evaluation processes, and employee relations to ensure a positive work environment.
- Monitor compliance with HR sourcing standards and maintain accurate records using HRIS systems like PeopleSoft or UltiPro. Experience
- Proven experience in talent acquisition, recruiting, or program management within staffing or human resources environments.
- Strong negotiation skills coupled with expertise in technical recruiting and executive recruitment.
- Familiarity with HRIS platforms such as Workday, SAP (PeopleSoft), ADP, or Kronos for workforce management.
- Demonstrated ability to manage multiple projects simultaneously while maintaining attention to detail.
- Excellent communication skills for engaging stakeholders at all levels and conducting effective interviews.
- Knowledge of employment law regulations related to staffing and labor practices.

Commercial Staffing Program Manager
Position Title: Commercial Staffing Program Manager

The Commercial Staffing Program Manager serves as the primary point of contact for program managers and business leaders regarding staffing requirements and is responsible for driving recruiting performance, workforce readiness, and contract fulfillment.
Essential Duties and Responsibilities
Staffing Program Management
- Manage all staffing requisitions and workforce requests received from program managers, operations leaders, and business development personnel.
- Monitor and prioritize requisitions based on contract requirements, customer needs, and business objectives.
- Ensure timely fulfillment of staffing requirements across multiple programs and geographic regions.
- Develop workforce planning strategies to support current contracts and future growth initiatives.
- Track staffing metrics, vacancies, fill rates, and recruiting performance indicators.
Recruiting Operations
- Lead full-cycle recruiting efforts for administrative, professional, technical, and management positions.
- Develop sourcing strategies to identify qualified candidates through job boards, networking, referrals, social media, and recruiting partnerships.
- Maintain candidate pipelines for recurring and hard-to-fill positions.
- Coordinate interviews, candidate evaluations, salary negotiations, and onboarding activities.
- Ensure positive candidate experiences throughout the recruitment lifecycle.
Talent Acquisition Team Leadership
- Supervise Recruiters, Talent Acquisition Specialists, Staffing Coordinators, and recruiting support personnel.
- Assign requisitions and manage recruiting workloads.
- Establish recruiting goals and performance expectations.
- Conduct team meetings, coaching sessions, and performance evaluations.
- Provide mentoring and professional development opportunities.
Workforce Analytics and Reporting
- Develop staffing reports and executive dashboards.
- Monitor recruiting trends, hiring metrics, and workforce forecasts.
- Analyze recruiting effectiveness and identify process improvement opportunities.
- Present staffing updates and recommendations to senior leadership.
Customer and Contract Support
- Serve as the primary staffing liaison to internal and external stakeholders.
- Support proposal development and staffing plans for new business opportunities.
- Participate in contract transition and mobilization efforts.
- Coordinate surge recruiting initiatives during periods of rapid growth.
Compliance and Quality Assurance
- Ensure compliance with federal, state, and local employment regulations.
- Maintain recruiting records and documentation.
- Support audits and quality assurance reviews.
- Ensure compliance with company policies and customer requirements.
Minimum Qualifications
- Bachelor's degree in Human Resources, Business Administration, Management, or related field.
- Minimum seven (7) years of recruiting, staffing, or workforce management experience.
- Minimum three (3) years of experience supervising recruiting personnel.
- Experience managing multiple recruiting projects simultaneously.
- Strong knowledge of workforce planning and recruiting operations.
- Proficiency with Applicant Tracking Systems (ATS), Microsoft Office Suite, and recruiting technologies.
Preferred Qualifications
- Federal contractor recruiting experience.
- Experience supporting Service Contract Labor Standards (SCLS/SCA) contracts.
- Experience supporting proposal staffing and contract transitions.
- SHRM-CP, SHRM-SCP, PHR, or SPHR certification.
- Experience managing geographically dispersed recruiting teams.
