Founded in 1993, The Hume Center is a federally certified Community Mental Health Center (CMHC) that provides comprehensive behavioral health services through 20 programs across five clinics, several School Based satellite clinics, and community offices in Alameda and Contra Costa counties. 📜 Description of Job

We are seeking a Director of Information Systems & Data (DISD) to lead and optimize our technology ecosystem with clarity, structure, and purpose. This role ensures that systems operate efficiently, data is accurate and accessible, and teams across the organization are equipped with the tools and insights needed to perform effectively—without unnecessary complexity.

The DISD will oversee information systems, data management and reporting, and IT support functions, while maintaining strong cybersecurity practices and system reliability. This role plays a key part in both technology optimization and strategic initiatives, partnering closely with departments and leadership to translate systems and data into practical solutions that enhance operational efficiency and support informed decision-making.

The ideal candidate is detail-oriented, collaborative, and solutions-driven—capable of managing day-to-day operations while also leading system improvements, vendor-supported projects, and organization-wide adoption efforts. This individual will bring a strong ability to connect data and systems to real-world application, while fostering a culture of clarity, accountability, and continuous improvement aligned with Hume’s mission and values.



✅ Minimum Requirements

  1. Work full time, and must be willing to work evenings/weekends as needed.
  2. Willing to work in-person in Hume Center clinics/offices five days a week. Demonstrate knowledge for representation of The Hume Center.
  3. Possess a valid California Driver’s license. Must be willing to use own vehicle and have valid car insurance for work related travel. This job requires travel between clinics and community sites in Contra Costa and/or Alameda Counties..
  4. Be willing to use your own cell phone to be accessible and willing to be available to receive calls for crisis and/or emergency situations with supervisors and relevant colleagues.
  5. A history of maintaining confidentiality and discretion in all professional relationships
  6. Proficient in using GSuite (including Gmail, Drive, Sheets, Slides, etc), various Microsoft programs (including Word, Excel, and PowerPoint), Electronic Health Records (EHR)
  7. Knowledge of data analysis platforms and producing data related reports.
  8. Ability to pass pre-employment background check, Physical, and TB clearance


☑️ Qualifications

  1. Education: Bachelor’s degree in Computer Science, Information Technology, Computer Information Systems, Health Informatics, Business Administration, or a related field. 
  2. Minimum 5 years of progressively responsible experience in IT management and data reporting
  3. Adaptability in evolving tech environment,  including use of AI
  4. Project Management and Presentation software usage


☑️ Preferred Requirements

  1. Masters Degree in Public Health, Computer Sciences, Master in Information Systems or related field.
  2. Experience in a non-profit, healthcare or Behavior Healthcare sector is highly desirable.
  3. Proficiency in Data Analytics (ie. Google Looker, Tableau)
  4. Proficient/Knowledge in the use of Electronic Health Record platforms
  5. Network security
  6. Preferred certifications include CISSP, CISM, PMP, or CPHIMS.
  7. Cloud Certifications: AWS Certified Solutions Architect or Microsoft Azure Administrator
  8. ITIL Foundation: For IT service management

📌 Responsibilities and Duties

The Director of Information Systems & Data (DISD) is responsible for the oversight, administration, and continuous improvement of The Hume Center’s information systems and data infrastructure. This role ensures that systems are efficient, secure, compliant with all applicable regulations, and aligned with the organization’s operational and strategic needs. The DISD provides leadership in system implementation, project coordination, policy and procedure development, and data management to support effective and reliable use of organizational platforms.

The DISD partners closely with the Vice President of Operations and the Executive & Senior Leadership Team (ESLT) to lead and support strategic initiatives focused on technology optimization, data analysis, reporting and utilization, for operational efficiency. A key function of this role is to translate complex system and data outputs into clear, actionable insights that support decision-making across management, executive leadership, and Board-level reporting. The position emphasizes cross-functional collaboration, effective execution of system-related projects, and the delivery of accurate and timely data to inform organizational performance.

An essential component of this role is developing a deep understanding of Hume Center’s culture, programs, and workflows. The DISD conducts needs assessments, partners with departments to identify opportunities for improvement, and ensures systems and data solutions effectively support the organization’s growth and evolving needs.


Strategic Initiatives & Organizational Alignment

  • Lead and support cross-functional strategic initiatives related to systems, data, and operational efficiency
  • Partner with executive leadership to align systems and reporting to achieve organizational goals
  • Support the development of data-driven strategies to improve performance across programs and departments
  • Will have responsibilities for identifying cost-effective software solutions to improve data gathering and reporting, along with budget monitoring and demonstrating return on investment.


Technology Optimization & Systems Oversight

  • Oversee the administration, performance, and continuous improvement of organizational systems
  • Ensure systems are efficient, compliant, secure, and aligned with operational needs
  • Identify and implement process improvements to enhance workflow efficiency and reduce administrative burden
  • Support system integrations and enhancements across departments


Data Management, Analysis & Executive Reporting

  • Oversee data integrity, accessibility, and standardization across systems
  • Develop and maintain reporting frameworks, dashboards, and data tools
  • Translate complex data into clear, actionable insights for:
    • Mid-level management
    • Executive leadership
    • Board-level reporting
  • Partner with Finance, Operations, and Clinical leadership to ensure reporting meets organizational needs


IT Operations & Vendor Coordination

  • Oversee IT support functions across all sites
  • Acting as the primary liaison to technology vendors
  • Manage the intake, prioritization, and resolution of system and IT-related requests
  • Coordinate with external vendors and contractors to implement and maintain systems
  • Lead and manage vendor-supported projects to ensure quality, timeliness, and alignment with organizational goals


Systems Administration & Compliance

  • Oversee access management, onboarding/offboarding, and system security protocols
  • Ensure compliance with HIPAA and applicable regulations
  • Support audits, risk mitigation efforts, and system-related documentation


Policy, Training & Adoption

  • Develop and maintain system-related policies and procedures
  • Lead training initiatives to improve system adoption and effective use across departments
  • Provide ongoing support to ensure staff are equipped to use systems efficiently


Cross-Functional Collaboration & Project Management

  • Partner with department leaders to understand operational workflows and system needs
  • Conduct needs assessments to identify opportunities for improvement
  • Support departments in optimizing their use of systems and data
  • Collaborate with executive and senior level leaders (including but not limited to, development, service care and operational leadership) to define, develop, and deliver actionable data reports, dashboards, and metrics (KPIs) that measure service quality, operational efficiency, and patient/client outcomes, driving continuous improvement through data-driven insights
  • Oversee projects from initial development through implementation and maintenance


AI & Emerging Tools


  • Support implementation and responsible use of approved AI and technology tools
  • Assist with training, documentation, and adoption across departments
  • Ensure alignment with organizational policies, compliance, and best practices


Cybersecurity & Risk Oversight

  • Manage and guide the Cybersecurity Expert
  • Oversee cybersecurity functions and serve as the primary reporting liaison
  • Oversee audits, investigations, flags, and remediation efforts
  • Ensure HIPAA-aligned security practices and incident readiness
  • Maintain proactive risk management and documentation


People & Partnership

  • Work closely with department leaders to understand real needs
  • Support vendors and staff in their growth with Hume
  • Build trust, adoption, and clarity across teams
  • Work in collaboration with all teams in realizing Hume’s mission of serving the un-served and the underserved in our communities. 
  • Meet with the Supervisors on a weekly basis for individual supervision 
  • Demonstrate an understanding of The Hume Center’s Philosophy, Organizational Culture, and  Organizational Channels of Communication through practicing an enabling model of working  together 
  • Attend other required meetings 
  • Fulfill any additional duties specified by Supervisors and President/CEO


Other 

  • Desired familiarity with Word, Excel, PowerPoint, Gmail, Thrive, and adaptable knowledge of emerging tools like Tableau and Google Looker 
  • Explicit need for expertise in project management software such as Monday.com, including setup and staff training responsibilities 
  • Role will oversee software accessibility tailored by user type, balancing administrative versus clinical needs 
  • Responsibility includes ongoing learning about IT and AI trends
  • Responsibilities and vendor management clarified with departmental collaboration to ensure clear role boundaries 
  • The DISD will manage technology solutions and training but content and policy direction remain with respective department leaders 
  • Vendor management responsibilities for key systems—including, but not limited to, the EHR, accounting, HR, and Development tools—will be shared and executed collaboratively between the IT department and relevant department heads.
